According to Decision 724/QD-TTg, the Ministry of Finance will release materials and equipment from the 2025 national reserves without charge to ministries and localities for disaster prevention and rescue activities. These include various types of emergency tents, life jackets, power generators, fire-fighting water pumps, and drilling and cutting equipment.
The Ministry of Finance will handle specific procedures according to regulations and is responsible for the data and proposals based on its assigned functions and tasks. Ministries and localities are responsible for the accuracy of the data and quantity proposed; for the proper reception, allocation, and distribution of the national reserve supplies in accordance with regulations, ensuring they reach the correct beneficiaries and serve their intended purposes; as well as for management, usage, preservation, and reporting.
The National Committee for Incident, Disaster Response and Search and Rescue shall coordinate with ministries and localities to distribute the national reserve supplies as regulated; take the lead and coordinate with the Ministry of Finance and relevant agencies to inspect the distribution, management, use, maintenance, and preservation of the national reserve materials and equipment, thus ensuring effectiveness and proper use.
Decision No. 724/QD-TTg also adjusts figures from the prime minister’s Decision No. 693/QD-TTg (dated March 31, 2025) on the release of rice from the national reserve to localities during the pre-harvest season in early 2025. Accordingly, the amount of rice allocated to Dien Bien Province has been adjusted from 846.456 tons to 846.465 tons, as proposed by the Ministry of Finance.
