New decision supports people in difficult circumstances amid COVID-19

The Prime Minister has issued Decision 15/2020/QĐ-TTg regulating the implementation of policies to support people facing difficulties due to the COVID-19 pandemic.

Accordingly, there are seven groups of subjects entitled to support, including employees who must postpone the performance of labour contracts or leave without pay; household businesses; employees whose employment contracts have been terminated but are not eligible for unemployment benefits; workers who do not have labour contracts and have lost their jobs; people with meritorious services to the nation; the poor, near-poor households and social protection beneficiaries; and employers using loans for the payment of salaries for their labourers during the work stoppage.

For each group, the decision defines detailed requirements to ensure that they are eligible for the support package from the State.

In addition, the Government Office has also issued an official letter conveying the PM’s direction on implementing measures to support people in difficulties due to COVID-19, in which the government leader requested the relevant ministries, agencies and localities to strictly grasp and implement the Government's Resolution No. 42/NQ-CP, dated April 9, 2020, and Decision No. 15/2020/QĐ-TTg, dated April 24, 2020, by the PM in a transparent, timely and accurate manner.

The PM also requested the careful review of policy beneficiaries and to ensure that the total funding for the support does not exceed the amount reported to the Government and the National Assembly Standing Committee, especially the support funding sourced from the State budget.

He requested the concerned authorities and localities to regularly inspect the implementation of the support policy and to avoid wastefulness and violations.
