The Resolution was issued in the context of the country entering a new stage of development, with increasingly high requirements for rapid and sustainable development, closely linking the economy, politics, and society with culture and people.
The content of the Resolution affirms a consistent viewpoint: the development of culture and people is the foundation, driving force, pillar and regulatory system for the country’s sustainable development. Culture must take the lead in illuminating the path forward and permeate all areas of social life, from policy formulation to organisation and implementation, from real life to the digital space.
The Resolution sets the goal that by 2030, Viet Nam will build an advanced culture imbued with strong national identity; vigorously develop cultural industries; narrow disparities in access to cultural benefits among regions; and gradually form cultural, artistic, and creative brands of regional and international stature. The vision to 2045 is to build a socialist Vietnamese culture in which people are the centre, the subject, and the objective of development; culture becomes a prominent source of soft power, contributing to affirming Viet Nam’s position as a developed, high-income country.
To realise these goals, the Resolution identifies a comprehensive and synchronous system of tasks and solutions, focusing on renewing thinking on cultural development; improving institutions and breakthrough policies; building well-rounded Vietnamese people; strongly developing cultural industries in association with science and technology, innovation, and digital transformation; and proactively and actively integrating internationally in the field of culture.
The issuance of Resolution No. 80-NQ/TW demonstrates the Party’s strong political determination to make culture truly become a solid foundation, an endogenous resource, and a great spiritual strength, contributing to building a prosperous, happy, and sustainably developed country in a new era.
