Innovative methods to gather public opinions

Nhan Dan Newspaper has issued more than 150,000 copies of a special supplement on the Draft Documents for the 14th National Party Congress.

The newspaper collaborated with Viet Nam Post Corporation to distribute the supplement at more than 7,000 cultural–postal venues nationwide, ensuring public access to the draft documents.

It also launched an exhibition entitled Full Text of the Draft Documents of the 14th National Party Congress at its headquarters, 71 Hang Trong Street, Ha Noi.

This initiative sought to collect widespread feedback from the public, officials, and Party members. It represents an important innovation in the Party’s leadership approach, reflecting its democratic, open-minded, and consultative spirit.

The site includes a section Contributing Opinions to the Draft Documents for the 14th Party Congress, which integrates an AI chatbot to assist users in submitting opinions via online forms, as well as providing information about previous Party Congresses.

Dr Nguyen Quoc Viet from the University of Economics (Viet Nam National University, Ha Noi) commended the draft documents for clearly reflecting the spirit of innovation, particularly in proposing viewpoints to fully harness the functions and roles of all economic sectors, including the private economy.

He stressed that institutional reform is an inevitable requirement to enable the private economy to contribute about 55%–58% of GDP and create 84%–85% of jobs by 2030, as targeted in the draft documents.

He emphasised that unlocking the potential of the private sector, especially millions of household businesses, is no longer optional but a strategic imperative. Household businesses are a dynamic and indispensable part of Viet Nam’s economy, contributing significantly to GDP, generating employment, and providing income for millions.

The responsible and sincere feedback submitted through Nhan Dan Newspaper’s channels helps to refine the draft documents, consolidate trust, and build social consensus—key factors enabling the Party to lead the country towards rapid and sustainable development.

According to Pham Van Nam, Head of the Office on Economic Affairs of Gia Loc Commune, Hai Phong City, the commune has around 130 enterprises and more than 3,000 household businesses engaged in production and trade. However, most operate on a small, fragmented scale, lacking linkages and stable value chains.

Nam noted that to successfully achieve the goal of shifting the economic structure towards modernity and sustainability, as proposed in the draft documents, it is essential to develop specific plans for private sector growth by industry and region, and to encourage household businesses to link up and form supply chains.

Experts and scientists have also contributed many heartfelt and practical opinions to the draft documents.
