Ninh Binh targets centrally-run city status by 2030

The first Party Congress of the northern province of Ninh Binh, the 2025–2030 tenure, took place on October 1, with Politburo member, Secretary of the Party Central Committee, and Chairman of its Organisation Commission Le Minh Hung in attendance.

The event gathered 500 official delegates representing more than 240,000 Party members from 133 subordinate Party organisations.

The congress carried a theme that underlines Ninh Binh's determination to uphold the strength of the great solidarity, build the Party and political system clean and strong, fully tap the province's potential and advantages to make breakthroughs, and develop modern industry, high-quality tourism services, and green urban areas linked with heritage, with the goal of turning Ninh Binh into a centrally-run city by 2030.

The Party organisation of Ninh Binh was established on July 1, 2025 following the merger of the Party organisations of Ha Nam, Nam Dinh, and Ninh Binh provinces.

A political report presented at the congress showed that during the 2020–2025 tenure, with solidarity and determination, the provincial Party organisation, administration, armed forces, and people have overcome difficulties and achieved comprehensive results. The province has focused on streamlining its apparatus, merging administrative units, building a two-tier local government, improving transport connectivity, and opening new growth corridors.

After the merger, Ninh Binh’s economy surpassed 352 trillion VND (13.3 billion USD), and budget revenue this year is estimated at 75.2 trillion VND. Its average GRDP growth during 2020–2025 is 9.26% per year while per capita GRDP is projected at 89.45 million VND in 2025. The province expects 18 million tourist arrivals this year and the household poverty rate brought down to 0.96%.

Addressing the event, Hung praised the achievements of the past tenure, noting progress in the Party and political system building, socio-economic development, social welfare, and life quality.

He asked the province to proactively explore new growth models driven by science, technology, innovation, and digital transformation as in line with the Politburo's Resolution No. 57. Economic development should remain the central task, with an annual growth target of at least 11%.

Given its strategic location as a gateway to the Red River Delta and part of the Capital Region, Ninh Binh should reinforce its all-people national defence and people’s security posture, properly address ethnic and religious issues, and ensure security and social order in all circumstances, the official added.

At the congress, the Politburo's decision to appoint Truong Quoc Huy, Secretary ot the Ninh Binh Party Committee, to the Phu Tho provincial Party Committee and its Standing Board were announced. Huy now serves as Secretary of the Phu Tho Party Committee for the 2025–2030 tenure.

Other decisions of the Politburo were also publicised, including those on appointing individuals to the Ninh Binh Party Committee and its Standing Board, and on assigning Secretary and Deputy Secretaries of the committee.

Accordingly, the provincial Party Committee comprises 100 members, including 25 in the Standing Board. Dang Xuan Phong, member of the Party Central Committee and Secretary of the Phu Tho provincial Party Committee, was appointed to the Ninh Binh Party Committee and its Standing Board, and now acts as Secretary of the Ninh Binh Party Committee for 2025–2030.

In the afternoon session, other decisions by the Politburo and the Party Central Committee's Secretariat were announced, appointing the head and deputy heads of the provincial Party Committee's Inspection Board for the new tenure, along with the list of Ninh Binh’s delegates to the 14th National Party Congress.

Reports summarising delegates' opinions on the draft documents of the provincial and national Party congresses were also presented before the congress concluded.
