Ninh Binh recognised for achieving new-style rural building targets

Ninh Binh Province held a ceremony in Hoa Lu City on June 13 to announce the Prime Minister’s decision on recognising the province as having successfully fulfilled the its new-style rural development in 2024.

This marks a historic milestone, recognising nearly 15 years of tireless effort by the Party Committee, government, and people of Ninh Binh in persistently implementing the National Target Programme on New-Style Rural Development.

Speaking at the event, Nguyen Thi Thanh, a member of the Party Central Committee and Vice Chairwoman of the National Assembly, affirmed that Ninh Binh is honoured to be one of nine localities nationwide to have received this recognition from the Prime Minister. The achievements are a testament to the comprehensive engagement of the political system, the full mobilisation of people’s participation, and the province’s unique ability to harmonise economic and cultural development with heritage preservation in the ancient capital.

With its transformed rural landscape, modern and synchronised infrastructure, and improved material and spiritual living standards, Ninh Binh continues to shine as a national model. Innovative initiatives such as “urban streets in rural villages,” “model gardens,” “green fences,” and “flower-lined roads” have become vivid symbols of its sustainable creativity. The ceremony was held just one day after the National Assembly passed a resolution on the reorganisation of provincial-level administrative units that further enhances its historical significance, as Ninh Binh, Ha Nam, and Nam Dinh are among the first provinces to achieve new-style rural development goals ahead of their merger.

According to Pham Quang Ngoc, Chairman of the Ninh Binh Provincial People’s Committee, by 2024 all communes in the province had met the new rural standards, with 55% reaching advanced standards and 15% classified as exemplary standards. The average income per capita rose to 73.21 million VND/year, nearly 5.5 times higher than in 2010. The province has also invested in transport, healthcare, education, irrigation, and cultural-sports infrastructure comprehensively and modernly in rural areas.

“New-style rural development is not only a revolution in infrastructure but also a major leap in vision, thinking, and action of the whole political system. It reflects the alignment of Party intentions with the people’s will,” the Chairman emphasised.

Ninh Binh has also been a pioneer in developing innovative models such as “exemplary rural communes linked with tourism,” “digital transformation in agriculture,” and the promotion of OCOP (One Commune One Product) items and rural tourism. In the next phase, the province aims to build advanced and exemplary rural areas associated with sustainable development and become a millennium heritage urban centre and a centrally governed city.

On the occasion, 34 collectives, 49 individuals, and seven households were awarded Certificates of Merit by the province for their outstanding achievements in the emulation movement “the whole country unites to build new-style rural areas” for the 2021–2025 period.

Vice Chairwoman Nguyen Thi Thanh expressed her hope that this new space of development will open up many opportunities for Ninh Binh to uphold its internal strengths, promote regional connectivity, develop eco-agriculture, build civilised rural communities, and a modern countryside. She stressed that the journey of rural development is a continuous one, with no endpoint.
