The strength of the people at the forefront
Beside the painting “Tan An in the August Days of 1945” by artist Huu Phuong, based on the recollections of artist Huynh Van Gam and now on display at the Tay Ninh Museum, a tour guide’s narration evokes the heroic atmosphere that prevailed here 81 years ago. The Southern Regional Party Committee selected Tan An Province, where the revolutionary movement enjoyed strong popular support, as the first locality in the South to launch an uprising. On August 21, 1945, under the leadership of local Party cells and with support from self-defence and guerrilla forces, the people of Tan An rose up and swiftly secured victory.
In his revolutionary memoir “Following the Bright Path”, Tran Van Giau, Secretary of the Southern Regional Party Committee in 1945, affirmed: “Tan An took the lead in the August General Uprising in the South.”
This historic legacy, a source of profound pride for the Party organisations and people of Tan An–Cho Lon and present-day Tay Ninh Province, was rooted in the people’s unwavering support for the revolution. Places such as Duc Hoa and Duc Lap continue to evoke stories of a tradition of “loyalty, courage and resilience, with the entire population fighting the enemy”.
The Duc Hoa Crossroads National Historical Relic Site commemorates a demonstration on June 4, 1930, when around 5,000 people from Duc Hoa District protested against French colonial rule, demanding civil and democratic rights, opposing excessive taxes and levies, and resisting the deployment of troops into villages to suppress the population. The demonstration was led by Chau Van Liem and Vo Van Tan, veteran leaders of the Party.
My Hanh Commune, associated with the 1965 Duc Lap Victory, bears testament to the provincial Party Committee’s responsive, resolute and proactive leadership; the courage, resilience, ingenuity and creativity of the armed forces; and the sacrifices made by the entire Party organisation, armed forces and people of Tay Ninh. The victory made an important contribution to defeating the enemy’s “Special War” strategy and opening up a new situation for the revolution in the South.
Hero of the People’s Armed Forces Ly Van Be, born in 1937 and a Party member for 65 years, said that the lesson of relying on the people and mobilising them to participate in all aspects of the Party’s work has always been deeply embraced by the Party committees and authorities of Duc Hoa Commune in particular and Tay Ninh Province in general. It was the people’s support and protection of the revolution that made today’s reunification and peace possible. And it is the people themselves who will effectively implement the Party’s guidelines and policies and build an increasingly prosperous and beautiful homeland.
The lessons of “relying on the people” and regarding “the people as the root” are being inherited, promoted and creatively applied by Party committees and local authorities across Tay Ninh to address new socio-economic challenges, including mobilising public support for site clearance.
The Party Committee and authorities of Duc Hoa Commune consistently uphold the principle of promoting the people’s right to mastery and strengthening the close relationship between the Party, the administration and the people in site-clearance work. They attach particular importance to openness and transparency, strengthen dialogue, and promptly listen to and address the people’s legitimate concerns and recommendations.
As a result, the commune has overcome numerous bottlenecks and completed site clearance for 18 projects covering a total area of more than 860 hectares. The convergence of “the Party’s will and the people’s aspirations” has provided the foundation for a new appearance across former revolutionary base areas, from Rach Kinh and Binh Hoa Nam to the Dong Thap Muoi region. The power grid, schools and health stations meeting national standards now extend across remote communes, while the people’s material and spiritual well-being has improved markedly.
The tradition of loyalty, courage and resilience, together with the guiding principle of “solidarity – discipline – breakthroughs – development”, provides a spiritual foundation and strong impetus for the implementation of socio-economic development tasks.

Over the past seven months, total state budget revenue collected in the commune reached 69.09% of the assigned estimate. The commune currently has only six poor households out of a total of 12,056, equivalent to 0.05%.
These results demonstrate the efforts of the Duc Hoa Commune Party Committee and authorities to harness internal strengths and mobilise resources, beginning with the principles of “relying on the people” and “caring for the people”. Through the coordinated implementation of socio-economic development measures, the commune has gradually improved the material and spiritual well-being of its residents.
Striving to achieve breakthrough progress
Nguyen Van Quyet, Member of the Party Central Committee and Secretary of the Tay Ninh Provincial Party Committee, affirmed that the Resolution of the Tay Ninh Provincial Party Congress for the 2025–2030 term identifies one of the key tasks for the new period as promoting economic development in tandem with social progress and equity, improving the Human Development Index, and effectively implementing the principle of “leaving no one behind”. The province will also preserve and promote historical and cultural values in association with tourism development, strengthen education in ethics, character and civilised lifestyles, and improve the quality of life of the people.
The Provincial Party Committee has identified the need to achieve breakthroughs in several key areas: administrative reform linked with the training and development of officials and high-quality human resources; removing bottlenecks and unlocking resources to create new momentum for development; advancing science and technology, innovation and digital transformation; and developing infrastructure, particularly transport infrastructure.
In 2025, despite the major task of restructuring the organisational apparatus and merging administrative units, Tay Ninh made significant progress by successfully completing all of its administrative reform targets, affirming the effectiveness of a modern, service-oriented administration. The province implemented comprehensive digitalisation, with 99.68% of administrative dossiers processed on time. The effectiveness of administrative reform was also reflected in state budget revenue of more than 52 trillion VND, exceeding the estimate by 40.2%, demonstrating an increasingly open and transparent investment and business environment. The reduction and simplification of interconnected administrative procedures have also saved residents hundreds of millions of Vietnamese dong in compliance costs each year.

The province’s economy has continued to expand, placing it among the leading localities in the Mekong Delta region. Modern industrial parks and clusters in Duc Hoa, Ben Luc, Can Giuoc and Can Duoc are steadily filling up, attracting thousands of domestic and foreign enterprises and providing stable jobs and incomes for hundreds of thousands of workers.
Transport infrastructure has been developed in a coordinated and modern manner, with major arterial routes providing direct connections to large seaports and Ho Chi Minh City, thereby opening up entirely new development spaces. In agriculture, Tay Ninh has introduced breakthrough models for developing high-tech agriculture in association with advanced and model new-style rural development.
Drawing on its tradition of loyalty, courage and resilience, as well as the strength forged throughout its history, the Party organisation, authorities and people of Tay Ninh Province are creating new breakthrough milestones on a journey of solidarity, renewal and innovation—turning aspirations into action and goals into tangible results, while striving to establish the province as one of the most dynamic economic centres in the southern region and the country as a whole.
