The visit takes place in the context of the 65th anniversary of the establishment of diplomatic relations between Viet Nam and Cuba on December 2, 1960. Over the decades, the traditional solidarity, special friendship and comprehensive cooperation between the two countries has been continually strengthened, nurtured and expanded across various fields.
High-level exchanges and contacts have been maintained, notably the State visit to Cuba by General Secretary and President To Lam in September 2024, which marked a historic milestone in the special relationship between the two countries. That visit strongly reinforced political trust, affirmed the strategic orientation of the two Parties, deepened substantive cooperation and created fresh momentum for joint projects between Viet Nam and Cuba.
Alongside political and diplomatic ties, bilateral cooperation has been promoted in other fields, especially in defence, security, agriculture, energy and biotechnology.
Both sides have regularly and effectively maintained mechanisms such as theoretical seminars between the two Parties, the Intergovernmental Committee, the Viet Nam-Cuba Inter-parliamentary Forum, and political consultations between the two Foreign Ministries.
In agriculture, Viet Nam has continued to actively support Cuba in food security through preferential credit for Cuba’s purchase of Vietnamese rice, as well as through joint projects and training in rice production, hybrid maize, aquaculture and more.
On the international stage, the two countries continue to coordinate closely and support each other at multilateral organisations and forums, particularly the United Nations.
Throughout history, the special Viet Nam-Cuba relationship has often been described by leaders of both countries as a model between two socialist countries and a symbol of the times.
During Viet Nam’s resistance war against the US, Cuba stood as a symbol and a pioneer in the global movement of solidarity with the just struggle of the Vietnamese people. After Viet Nam’s reunification in 1975, Cuba consistently maintained cooperation and assistance, upholding its principled revolutionary stance in support of the Vietnamese people’s cause of national construction and defence.
For its part, Viet Nam has always shown solidarity, sincere attachment and fraternal cooperation with Cuba. Alongside sharing experiences and supporting Cuba through difficult times, Viet Nam has expanded cooperation in food production, economic and social development, and global integration. Viet Nam regards solidarity and assistance to Cuba as a moral duty, a mission from the heart and a noble internationalist sentiment rooted in the nation’s tradition.
In the Viet Nam-Cuba Friendship Year 2025, bilateral relations are accorded special importance by both countries. The two sides are focusing their cooperation on key areas in line with the principle of working together and developing together, and have already achieved initial substantive results, particularly through new models of cooperation in strategic fields such as agriculture, energy, pharmaceuticals and biotechnology.
The Cuban leader’s state visit to Viet Nam and attendance at the celebrations of the 80th anniversary of the August Revolution and Viet Nam’s National Day carries profound significance, continuing and advancing the special Viet Nam-Cuba relationship, including the implementation of agreements reached during the state visit to Cuba by General Secretary and President To Lam in September 2024.
The visit also provides an opportunity for the two sides to promote exchanges on major cooperation orientations and specific measures to enhance bilateral ties, especially in economy, trade and investment; improve the efficiency of cooperative mechanisms such as agreements between Party bodies and the Intergovernmental Cooperation Committee; and share views on international issues of mutual concern.
In welcoming President Miguel Diaz-Canel Bermudez and his spouse on a state visit and to celebrate the nation’s historic occasion, Viet Nam once again affirms its consistent policy of continuously strengthening traditional solidarity, special friendship, comprehensive cooperation and strong support of the Party, State and people of Viet Nam for the revolutionary cause of the Party, State and people of Cuba. Viet Nam reaffirms that it always treasures this valuable legacy of relations and stands ready to do everything within its capacity to support, assist and cooperate fully with Cuba.
The outcomes of the Cuban President’s visit to Viet Nam further enhance Viet Nam’s standing and prestige, affirming its foreign policy of independence, self-reliance, peace, cooperation and development, as well as the diversification and multilateralisation of external relations, in which the traditional solidarity, special friendship and comprehensive cooperation with Cuba are given the top priority.
