Party members with third child no longer face discipline

Party members having a third child are no longer subject to discipline, according to the latest guidelines issued by the Central Inspection Commission.

The new rules came into effect on March 20, following the Politburo’s direction last month after reviewing seven years of implementing a resolution on population work in the new situation.

Earlier on February 14, the Politburo convened a meeting to examine the Central Inspection Commission’s proposal to review Party regulations on penalties for violations of population policies.

In a draft of the new law on population, the Ministry of Health has proposed several policies to maintain the replacement level fertility as the fertility rate in Vietnam has shown signs of decline in recent years.

They include maintaining the replacement level, reducing sex ratio imbalance at birth and bringing the sex ratio to the natural level, adapting to population ageing, distributing the population appropriately, enhancing population health and incorporating population issues in socio-economic development.

The ministry also proposed the rights and duties of each couple and individual in implementing the population and family planning policies, including deciding on the time of birth, the number of children and intervals between births.
