Plan for implementing Law on Personal Data Protection promulgated

Prime Minister Pham Minh Chinh has recently signed Decision No.2623/QD-TTg dated November 29, promulgating the Plan for implementing the Law on Personal Data Protection.

Accordingly, in 2025 and the following years, the Ministry of Public Security, the Ministry of Justice, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism and relevant agencies and units will organise communication, dissemination and education on the law on personal data protection.

The Ministry of Public Security will preside over and coordinate with ministries, ministerial-level agencies, government agencies and People’s Committees of provinces and centrally run cities to organise specialised training courses and foster legal knowledge and skills in personal data protection.

In 2025 and the following years, the Ministry of Public Security will compile documents to serve the dissemination of the Law and legal documents detailing and guiding its implementation; guidance documents, propaganda, and raise awareness of personal data protection.

The plan clearly states that the Ministry of Public Security will review legal documents related to the Law under its state management authority; ministries, ministerial-level agencies, and People’s Committees of provinces and centrally run cities will review legal documents related to the Law within the scope, fields, and areas of assigned state management.

Ministries, ministerial-level agencies, and People’s Committees of provinces and centrally run cities will send the review results to the Ministry of Public Security before December 15. The Ministry of Public Security will synthesise the review results and report to the Prime Minister before December 31.

In 2026-2027, the Ministry of Public Security will build a National Information Portal on Personal Data Protection to provide information and communication on the Party’s guidelines, policies, and the State’s laws on personal data protection; support and guide agencies, raising awareness and skills on personal data protection for agencies, organisations, and individuals...

At the same time, the Ministry of Public Security will preside over and coordinate with the Government Office and relevant agencies to develop a Prime Minister’s Decision promulgating the National Programme on Personal Data Protection.

The deadline for promulgation is before December 31, 2026. In 2026 and the following years, the Ministry of Public Security will preside over and coordinate with ministries, ministerial-level agencies, Government agencies, People’s Committees of provinces and centrally run cities, and other relevant agencies and organisations to organise inspections of the implementation of the Law and legal documents detailing and guiding its implementation.
