Following is the translated version of the full content of his speech:
Party Central Committee members,
After three days of working in an urgent, serious and democratic manner with a high sense of responsibility, the 14th meeting of the 11th Party Central Committee has completed all set items on the agenda.
1. The meeting engaged discussions with high unanimity about the signing and ratification of the Trans-Pacific Partnership (TPP) agreement in line with laws on signing and joining international treaties. The Central Committee highly valued the close and tight leadership of the Politburo in putting forward major targets and principals directing the Agreement’s negotiations from the very beginning as well as in timely addressing any problems that arose during the negotiations. The Central Committee also applauded the efforts and high determination of the Government’s Party Committee, relevant agencies and the Government’s negotiation delegation for their work and achieving the set objectives and requirements.
The Central Committee affirmed that opportunities stemming from the TPP agreement to our country are enormous, but the challenges it brings about are no less difficult. However, the challenges have been identified and thanks to the country’s experiences during 30 years of the Doi Moi (Renewal) process and global economic integration, together with efforts, creativity and strong determination of the entire Party, people, army and the business community, we are confident that we will overcome the obstacles and seize the opportunities offered by the TPP agreement for the rapid and sustainable development of the country.
The Central Committee entrusted the Government’s Party Committee to direct the negotiation delegation to continue working with other parties of the TPP agreement to complete the remaining procedures for the official signing in early February 2016. The Central Committee assigned the Politburo to direct preparations to submit the agreement to the National Assembly for ratification in accordance with regulations of the law; to direct the drafting of the Party Central Committee’s Resolution on effectively implementing the international integration in the context of the country joining many new-generation free trade agreements, including the TPP; and to instruct the Government in designing an action plan to implement the TPP.
2. The Central Committee discussed issues in a democratic, frank and responsible manner and passed the additional nominations of a number of Central Committee members in “special” cases to be re-elected at the 12th tenure; members of the Politburo, the Secretariat of the 11th tenure in “special” cases to be re-elected at the 12th tenure; and a list of nominations for key leadership posts of the Party and State of the 12th tenure that have received a large number of votes.
The Central Committee also discussed and generally agreed with the Politburo’s proposal on the tentative lists of the Presidium, the Secretarial Delegation and the Commission for Investigating Eligibility of delegates attending the 12th Party Congress. The Central Committee also asked the Organising Subcommittee and relevant agencies to urgently and critically review all preparations for the Congress in order to ensure it will be a success.

Our meeting has concluded with success; the preparations for the 12th Party Congress have been finalised on schedule and are in line with the set objectives and requirements.
It’s only one week before the Congress will formally commence. This is a significant political event of the Party and the nation. Officials, Party members and the people are looking forward to and holding high expectations for the Congress’s success. I would like Central Committee members to continue upholding a sense of responsibility and build on the success of this meeting, seriously implement and guide the implementation of the meeting’s resolution, leading the entire Party to urgently finalise the remaining tasks and carry this spirit into the 12th Party Congress to ensure it is a great success, meeting the expectations of the entire Party and people.
In that spirit, I would like to formally announce the closing of the 14th meeting of the 11th tenure Party Central Committee.
