The world situation has continued to fluctuate and has been affected by many factors, including policy adjustments from major countries; declining confidence in globalisation and multilateralism; escalating geopolitical conflicts and outbreaks in many places, while non-traditional security challenges are increasingly complicated. Scientific and technological advances bring breakthrough opportunities, but also create unprecedented security challenges.

The Asia-Pacific region has continued to be the growth engine of the world economy, but is also the focus of fierce strategic competition among major countries. In particular, APEC, with the participation of major economies in the Asia-Pacific, continued to affirm its position as the leading economic cooperation mechanism in the region. Despite achieving many positive results in recent times, APEC cooperation has still faced many difficulties in promoting common consensus.

With the theme “Building a Sustainable Tomorrow”, APEC 2025 emphasises three main priorities: Connectivity, Innovation and Prosperity. As host, the ROK has proactively and flexibly balanced the interests of members since the beginning of 2025 to promote common consensus.

The APEC 2025 Summit Week is expected to be an important forum for APEC leaders to enhance dialogue, strengthen trust, promote cooperation to seek solutions to economic and trade challenges, promote innovation and sustainable, comprehensive development in the region.

Emphasising that APEC has continued to be one of the important priorities in foreign policy, as well as affirming strong support for the agenda contents that the host country has prioritised to promote in APEC Year 2025, Viet Nam has participated and actively contributed to APEC cooperation in many channels and at many levels, proposed and implemented many initiatives and projects on digital transformation, green transformation, and climate change response; at the same time, actively deployed preparations in all aspects for the third time assuming the role of APEC host in 2027.

Viet Nam-ROK relations continue to develop strongly, substantially and comprehensively in many fields, especially after the two countries officially upgraded their relationship to Comprehensive Strategic Partnership in December 2022.

High-level contacts take place regularly, especially the State visit to the ROK by General Secretary To Lam in August 2025, which has strongly consolidated political trust between the two countries. The ROK is one of Viet Nam’s leading economic partners, especially in the fields of trade, investment, etc.

Attending the 32nd APEC Summit Week in the ROK, Viet Nam continued to affirm its foreign policy of independence, self-reliance, diversification, multilateralisation of foreign relations, as well as its sense of responsibility for multilateral cooperation in general and APEC in particular.

Viet Nam emphasised its support for a balanced, sustainable, mutually beneficial partnership, and highlighted the need for international cooperation in sustainable development, high-quality growth, energy transition, and ensuring energy security and sustainable supply chains.

In the context of dialogue and cooperation based on international law continuing to be an important foundation for maintaining a peaceful and stable environment, APEC plays an indispensable role in regional economic cooperation and governance, connecting the world’s leading economic centers, maintaining a fair and stable flow of trade and investment, bringing practical benefits to all parties.

The initiatives and commitments made by Vietnam at the APEC Summit Week continue to affirm Vietnam's contributions and active participation, and the spirit of close coordination with member economies. The bilateral meetings of President Luong Cuong and the delegation contribute to promoting the cooperative relationship between Vietnam and APEC, international partners and friends to continue to go into depth and effectiveness.

The Vietnamese high-ranking delegation attending the APEC Summit Week and bilateral working in the ROK is a step to implement and concretize the commitment between the two countries’ leaders, strengthen political trust and comprehensive cooperation between Viet Nam and the ROK; implement the contents of the Joint Statement on deepening the Viet Nam-ROK Comprehensive Strategic Partnership and the Action Plan to implement the Viet Nam-ROK Comprehensive Strategic Partnership.

The working trip contributes to creating new momentum to promote Viet Nam-ROK cooperation, especially in the fields of economics, trade, investment, science and technology, and at the same time deepening defense-security cooperation...

May President Luong Cuong and the Vietnamese high-ranking delegation a successful visit to the APEC Summit Week and bilateral meetings in the ROK, continuing to affirm Viet Nam’s active participation and contribution to APEC, and its commitment to supporting multilateralism, at the same time, contributing to strengthening political trust, bringing the Viet Nam-ROK Comprehensive Strategic Partnership to a new height, for peace, cooperation and sustainable development in the region and the world.
