Taking the lead in challenging and pioneering tasks
Possessing the largest coal reserves in the country, Quang Ninh had for many years identified coal mining and processing as its key economic sector.
From a locality reliant on central government support, Quang Ninh has gradually made breakthroughs while significantly improving people's livelihoods and surpassing many other provinces and cities nationwide, playing an active role in ensuring national energy security.
However, outdated thinking in the pursuit of rapid development has brought about limitations. Outdated mining technologies caused air pollution. Inadequate and inconsistent transport infrastructure became a barrier to trade and development investment.
To break away from this old mindset, Quang Ninh's officials and Party members recognised the need for reform. At the start of the 2010–2015 term, the provincial Party Committee issued a resolution to shift its development model from "brown" to "green".
Three strategic breakthroughs were chosen: administrative reform, human resource development, and infrastructure development. This approach has been consistently implemented over several terms, delivering positive results. The pioneering role in innovation by officials and Party members has been instrumental to these successes.
As of the end of 2024, the province's gross regional domestic product (GRDP) had reached over 347 trillion VND, ranking third in the Red River Delta region and accounting for 3.3% of the national GDP; the province's per capita GRDP was estimated at 10,272 USD.
In 2013, Quang Ninh became the first province to pilot the model of provincial and local public administrative service centres, aiming to modernise public administration. Officials and Party members have continuously researched and applied technology to streamline administrative procedures.
Today, Quang Ninh has a single-tier public administrative service centre under the provincial People's Committee, handling procedures without being restricted by administrative boundaries. This model has been recognised by the Ministry of Home Affairs as an innovative initiative which is transforming the government's operating model from administrative commands to public service.
Administrative reform has helped Quang Ninh attract significant investment. For several consecutive years, the province has ranked among the top five localities nationwide in FDI attraction. It has led the country for seven straight years (2017–2023) in the Provincial Competitiveness Index (PCI); six years (2017–2020, 2022–2023) in the Public Administration Reform Index (PAR INDEX); and five years (2019–2023) in the Satisfaction Index of Public Administration Services (SIPAS).
Throughout the innovation journey, officials and Party members in the province have always remembered Uncle Ho's reminder that Party members must always be exemplary.
Comrade Le Hong Giang, Deputy Director of the Department of Industry and Trade, shared that at the beginning of the 2020–2025 term, the department's officials conducted practical research and surveys, playing a key role in advising the Quang Ninh Provincial Party Committee to issue Resolution 01-NQ/TU on the rapid and sustainable development of the processing and manufacturing industry for the 2020–2025 period, with a vision to 2030.
This resolution has led to a breakthrough in increasing the contribution ratio of "green, clean" industries to GDP, which now accounts for over 12% of the province's total.
Nguyen Lam Nguyen, Deputy Director of the Department of Culture, Sports and Tourism, shared that in times of difficulty, Uncle Ho's teaching that "Nothing is difficult, only afraid of a wavering will" continues to inspire sector officials and Party members to strive forward.
Seizing the opportunities of the Industrial Revolution 4.0, the department advised the provincial People's Committee to implement comprehensive digital transformation in tourism, despite existing barriers related to technological infrastructure and legal regulations.
Officials enthusiastically researched and applied numerous technologies, such as digitising and attaching QR codes to heritage sites; deploying e-ticket systems, automated gates, and surveillance cameras at the Ha Long Bay tourist area; digitising exhibits and display spaces, combined with interactive screens and technologies at the Quang Ninh Museum.
These efforts have brought Quang Ninh tourism closer to visitors while reinforcing its leading economic role in the province's transition from "brown" to "green".
In Quang Ninh, the movement to study and follow Uncle Ho is always marked by the exemplary and responsible spirit of local leaders and heads of Party committees and government bodies.
In March 2023, Comrade Dinh Ngoc Chien, Permanent Vice Chairman of the Cam Pha City People's Committee, was tasked with overseeing the transition from styrofoam floats to standard-compliant HDPE plastic floats in aquaculture and the relocation and planning of floating cages to designated marine farming zones.
He accompanied city working groups, living aboard boats to visit every household, conducting public outreach and strict enforcement where needed. By the end of April 2023, the city had completed the task and collected all waste, restoring a clean and green marine environment.
In a bold infrastructure move, Quang Ninh began construction of the Van Don–Mong Cai Expressway in July 2020. In response to public concerns and requests, provincial and local leaders held over 100 public meetings.
As a result, within just 15 days of mobilisation, 100% of affected households agreed to hand over land for the project. With creative public-private partnership approaches and the exemplary, grassroots-oriented leadership of management officials at all levels, Quang Ninh overcame its infrastructure bottlenecks.
New and upgraded highways and airports are now creating space for rapid and sustainable provincial development.
Promoting the spirit of innovation and renewal

Through inspections, the Quang Ninh Provincial Party Committee has found that officials and Party members across Quang Ninh voluntarily and actively study and follow Uncle Ho's teachings, with many initiatives proving highly effective, especially within Party and government agencies, political and social organisations, and among unit leaders.
To bring this movement closer to grassroots levels and promote creativity among local Party committees, members, and the public, in 2022 Quang Ninh took the lead in institutionalising the resolution and turned the emulation movement "Studying and following Uncle Ho" into a regular activity that is registered, evaluated, ranked, and rewarded annually.
Decision 19/2022/QD-UBND (dated June 15, 2022) by the Provincial People's Committee, sets out regulations on rewarding individuals and groups participating in the "Studying and following Uncle Ho" movement, regardless of whether they belong to the political system. Rewards are based on registered initiatives at the beginning of the year, with evaluations and recognition at year-end.
Nguyen Huu Tho, Deputy Head of the provincial Party Committee’s Organisation Commission, said the issuance of this regulation has strongly encouraged the participation of officials, Party members, and the public, especially in residential areas and grassroots Party cells. In practice, many creative, practical initiatives have emerged.
Under the policy of each Party member committing to one innovation, from 2022 to date, Quang Ninh’s Party members, officials, and mine workers have registered and completed nearly 160 models and initiatives, enhancing productivity and minimising environmental pollution.
The Tam Thinh residential area Party cell in Tien Yen Town registered a model to "Improve Party-building work and build an exemplary Party cell", focusing on reforming meetings, strengthening member management, and deepening ties with the people, thereby fostering a clean and strong Party cell.
The Viet Dan Commune Farmers' Association in Dong Trieu City launched a model to produce safe fruits at 10 VietGAP-certified custard apple cooperatives, aimed at building a smart new rural commune.
The effectiveness of these initiatives has also attracted active participation from private sector entities. Hoa Binh Lieu Cooperative, led by young director Nguyen Thanh Hai, registered a model to "Apply science and technology to develop high-tech agriculture and create sustainable livelihoods for ethnic minorities in Cao Son Hamlet, Hoanh Mo Commune". After four years, the model has successfully brought technology to farming and created a sustainable production direction for the local residents.
Another initiative "Developing and implementing advanced technological solutions to enhance educational quality and management in line with fundamental and comprehensive reform" by staff and teachers at Stephen Hawking International Primary and Secondary School in Uong Bi City is contributing to the province's high-quality human resource development strategy starting from the primary level.
According to Nguyen Thi Kim Nhan, Deputy Head of the Quang Ninh Provincial Party Committee’s Commission for Communication and Mass Mobilisation, after more than three years of implementation, the "Studying and following Uncle Ho" movement has flourished in the province.
From June 2022 to January 2025, the province recorded 7,336 registered models, including 6,757 at the grassroots level. These initiatives show that in any field or role, every action inspired by Uncle Ho’s teachings reflects the spirit, thought, will, and determination for innovation, contributing to local development goals.
During the Lunar New Year 1965, more than a year after the National Assembly (October 1963) approved the merger of Hai Ninh Province and the Hong Quang zone into Quang Ninh Province, President Ho Chi Minh visited the local officials, soldiers, and residents.
He affirmed the successful unification of the two provinces and urged cadres and people of all ethnic groups to remain united, joyful, and industrious, striving to build Quang Ninh into a prosperous province.
Remaining steadfast in Uncle Ho’s teachings, the pioneering spirit of innovation among officials and Party members continues to drive Quang Ninh toward its goal of becoming an exemplary, prosperous, civilised, and modern province by 2030.
