Russia — so distant, yet so close

With nearly 30 activities, the official visit to the Russian Federation by National Assembly Chairman Tran Thanh Man and a high-level delegation of the National Assembly over the past three days in Moscow has achieved many results and brought about great success.

Vietnamese NA Chairman held talks with Vyacheslav Victorovich Volodin, Chairman of the State Duma of the Federal Assembly of the Russian Federation, and Valentina Ivanovna Matvienko, Speaker of the Federation Council of the Federal Assembly of the Russian Federation. An impressive result was that Russian President Vladimir Putin arranged a meeting with Chairman Tran Thanh Man on the final afternoon (local time) at the Kremlin.

In addition, in a very special and rare gesture, Vyacheslav Viktorovich Volodin personally accompanied the Vietnamese NA chairman. President Putin conveyed his thanks to Party General Secretary and President To Lam and Prime Minister Pham Minh Chinh for their greetings and extended an invitation for Party General Secretary and President To Lam and Prime Minister Pham Minh Chinh to visit Russia at a convenient time.

President Putin also expressed his sympathy for the Party, State, and people of Vietnam for the significant losses in lives and property caused by Typhoon No.3 (Yagi). During the visit, the two sides successfully held the third session of the Vietnam-Russia Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation and issued a joint statement for future cooperation. This session took place in the context of two previous highly effective and practical meetings between the parliaments of the two countries.

After the opening speeches by the two parliamentary leaders of Vietnam and Russia, under the chairmanship of I.I. Melnikov, First Vice Chairman of the Russian State Duma, and Nguyen Khac Dinh, Vice Chairman of the National Assembly and Chairman of the Vietnam-Russia Parliamentary Friendship Group, the delegates listened to presentations on the current state of bilateral cooperation between Vietnam and the Russian Federation, presented by Deputy Prime Minister Tran Hong Ha, who is also Chairman of the Vietnam Subcommittee of the Vietnam - Russian Federation Intergovernmental Committee on Economic-Trade and Scientific-Technical Cooperation.

Next, the speakers from the respective agencies addressed the topic of maintaining a sustainable positive momentum in trade turnover and solutions to address the current imbalances in foreign trade. This was presented by Maxim Anatolyevich Topilin, Chairman of the Committee on Economic Policy of the State Duma of Russia, and Vu Hong Thanh, Chairman of the NA’s Economic Committee.

On the topic of ensuring the effectiveness of joint projects in the fuel and energy sector, delegates heard reports from Zavalny Pavel Nikolaevich, First Deputy Chairman of the Committee on Energy, and a presentation on cooperation in the construction sector presented by Minister of Construction Nguyen Thanh Nghi, along with many other important and practical issues.

With a busy schedule in recent days, the NA Chairman conducted meetings with political parties in the Russian Federation, the Russia-Vietnam Friendship Association, and the Russian Veterans Association of those who fought in Vietnam, and major Vietnamese corporations in Russia, as well as other corporations and businesses investing and operating in Vietnam; and has met with and talked to staff of the Vietnamese Embassy in Russia and the Vietnamese community.

The message from the NA Chairman repeatedly emphasises that the Russian Federation remains a top strategic comprehensive partner in Vietnam's foreign policy. The Party, State, and people of Vietnam value the friendly and steadfast relationship with Russia and appreciate the precious support and assistance that the former Soviet Union and present-day Russia have extended to Vietnam. Vietnam consistently regards the Russian Federation as a key strategic partner and seeks to enhance cooperation with Russia in all areas for the mutual benefit of both nations and for peace, stability, and development in the region and worldwide.

In addition to the discussions and co-chairing the third session of the Inter-Parliamentary Cooperation Committee with the Chairman of the State Duma and the Speaker of the Federation Council of Russia, NA leader Tran Thanh Man and Russian leaders signed a new cooperation agreement between the NA of Vietnam and the Federation Council, accompanied by a plan with very specific coordinated actions.

During the talks, the atmosphere was open and sincere, with unanimous agreement on the crucial role of inter-parliamentary cooperation in addressing difficulties and obstacles, and in proposing practical and effective solutions to realise the areas of mutual interest. The National Assembly of Vietnam has worked with the Vietnamese government to find solutions to resume direct flights between the two countries. Many current issues were discussed and addressed during the meetings.

During this visit, in an interview with reporters, Ivan Melnikov, First Deputy Chairman of the State Duma of Russia, emphasised that the relationship between the two countries is currently in a stage of development. A major impetus for this is Russian President Putin's visit to Vietnam in June this year, during which 15 important documents were signed across various areas of cooperation. The task for the parliaments is to implement these cooperation agreements. “I believe that the third session during Chairman Tran Thanh Man’s visit was very successful. This session included representatives from both the Vietnamese and Russian governments, which helped address many significant and current issues in a concrete and immediate manner,” said Melnikov.

On the afternoon of September 8 (local time), as part of the official visit to the Russian Federation, at the headquarters of the Vietnamese Embassy in Moscow, Chairman Tran Thanh Man and the high-level delegation of the Vietnamese NA met with and spoke to the staff of the Embassy and representatives of the Vietnamese community in Russia.

At the meeting, in a warm and affectionate atmosphere, representatives of the Vietnamese community and students in Russia expressed their joy in welcoming the NA Chairman and the high-level delegation from Vietnam on their official visit to the Russian Federation. They also expressed their emotional welcome as the visit coincided with the 20th anniversary of the establishment of the Vietnam Association in Russia.

Listening to and acknowledging the sentiments and requests of the community, the NA chairman encouraged Vietnamese people in Russia to continue upholding the tradition of mutual support, comply with local laws, and actively integrate, contributing to the development of Russia as well as the strategic comprehensive partnership between the two countries. He urged them to unite in development, preserve the Vietnamese language and national cultural identity, and dedicate their efforts and intellect to the development of Vietnam. The chairman's heartfelt and sincere remarks, lasting nearly 30 minutes, ended with warm and enthusiastic applause amidst the beautiful golden autumn in the heart of Russia.
