Solutions discussed to remove “bottlenecks” for Ho Chi Minh City to develop strongly

Ho Chi Minh City is the largest special urban area in the country, the economic, financial, commercial, cultural, scientific-technological, innovation, and education-training centre of the Southern Key Economic Zone and the whole country, an important gateway connecting with the region and the world.

Ho Chi Minh City is a locality with a leading role, making a great contribution to the country. The proportion of GRDP of the City accounts for about 18% of the country's GDP, and budget revenue accounts for more than 27%.

NA Chairman Tran Thanh Man stated that the Party and the State always pay special attention to Ho Chi Minh City. The Politburo issued Resolution No.31 on the direction and tasks for developing Ho Chi Minh City until 2030, with a vision to 2045.

The National Assembly issued Resolution No.98 on piloting several specific mechanisms and policies for developing Ho Chi Minh City and Resolution No.57 of the National Assembly on the investment policy for the Ho Chi Minh City Ring Road 3 construction investment project.

Ho Chi Minh City proposed that the NA consider supplementing, adjusting or providing guidance on 25 contents. In particular, regarding the implementation of Resolution 98: In the process of studying and amending the Investment Law, it is recommended that the NA study and amend Article 4, Clause 7 of Resolution 98 on the requirement for disbursement of investment capital for strategic investors to ensure compliance with practical implementation.

Regarding the Ring Road 3 project, the city proposed that the National Assembly support the balancing of the Central Budget to support the People's Committee of Binh Duong Province to soon study and invest in upgrading and expanding the 15.3km of Tan Van-Binh Chuan section (coinciding with Ring Road 3) for synchronous and effective exploitation when the Ho Chi Minh City Ring Road 3 project is put into operation in 2026.
