Spirit of Independence Day forever illuminates our path forward

Today, September 2, is a day of great significance to all Vietnamese people. Seventy-seven years ago, at the Ba Dinh Square in Hanoi, President Ho Chi Minh solemnly read the Declaration of Independence to proclaim the birth of the Democratic Republic of Vietnam, the first farmer-worker state in Southeast Asia.

The revolution under the leadership of Uncle Ho and the Communist Party of Vietnam led the Vietnamese people from the long nights of slavery to rise up and break free from the chains of colonialism and feudalism, asserting their freedom and independence as well as the right to self-determination.

The motto “Liberate ourselves with our own strength” mobilised millions of people to form the pedestal for a young Communist Party, at only 15 and with a correct political path and strategic vision, led the revolution to success and assumed power nationwide.

Such spirit from the early days of building the nation is a lesson of igniting and bringing into play the power of the entire nation to protect the values of humanity as reflected in the name of the young democratic country. Over the past 77 years, whether under the name “Democratic Republic of Vietnam” or “Socialist Republic of Vietnam”, the aspiration for independence, freedom and happiness has remained unchanged while their connotations have increasingly expanded, with a fuller and deeper perception of the revolution’s lofty goals.

While celebrating the National Day, we remember and feel gratitude to President Ho Chi Minh - a great leader, a national liberation hero and a man of culture - and constantly study and follow his ideology, morality and style. The motherland always remembers the contributions of the heroes and martyrs who have made great sacrifices for the country’s independence, freedom, sovereignty, unification and territorial integrity, and those who have fulfilled international duties.

We express our deep gratitude to veteran revolutionaries, heroic Vietnamese mothers, wounded soldiers, families with contributions to the nation, and compatriots and soldiers nationwide who have made great contributions to the nation’s glorious revolutionary cause.

Thinking about the National Day is first and foremost thinking about the role and power of the people, the goal of the revolution is for the sake of the people; the rationale for the existence of the Party and State apparatus is serving the people. Adding the goal of “people supervise, people benefit” in the spirit of the 13th National Congress to the action motto of “People know, people discuss, people implement, people inspect” from the 5th National Congress is a major step of change in perception, starting with the Declaration of Independence, which affirms the Vietnamese nation’s right to live, to be happy and free.

After more than 35 years of reform, the country’s stature and power have become stronger and stronger, but the connotations of Uncle’s words have remained the same. He once said “If the country is independent but the people are not entitled to happiness and freedom then independence is meaningless.” Under the light of the 2013 Constitution and the Resolution of the 13th Party Congress, the exercise of socialist democracy has seen stronger and more specific approaches in order to respect and protect human rights, civil rights and fulfil the international commitments to which Vietnam is a member.

With average GDP growth of 7% in the past 35 years and 6.42% in the first six months of 2022, Vietnam is among the world’s 16 most successful emerging economies. Vietnam has participated in 15 free trade agreements and established 30 strategic and comprehensive partnerships. Vietnam also successfully fulfilled its duty as a non-permanent member of UN Security Council for the 2020-2021 tenure, successfully hosted the 31st SEA Games amid the pandemic, and was recently re-elected to the International Law Commission.

The aspiration for freedom can be seen in Vietnam’s effort to actively integrate, enhance national competitiveness, ensure social security, protect national security, sovereignty, independence and territorial integrity from the economy to culture, from domestic affairs to foreign affairs and from bilateral to multilateral cooperation.

77 years since the birth of the people’s democratic state, the current process of building and perfecting the socialist law-governed state still pursues the basic goals of the past revolution but on new levels. It is the process of establishing and operating the universal and progressive principles and features of a modern law-governed socialist-oriented state.

In his article “Some theoretical and practical issues on socialism and path towards socialism in Vietnam”, General Secretary Nguyen Phu Trong pointed out that “We aim to unceasingly promote democracy and build a law-governed socialist state that is truly of the people, for the people and by the people, on the basis of the alliance between workers, farmers and intellectuals under the leadership of the Communist Party of Vietnam.”

Under the 2013 Constitution, it is a state where state power is unified and delegated to state agencies which coordinate with and control one another in the exercise of the legislative, executive and judicial powers.

The new revolutionary reality requires a project on the strategy to build and perfect the law-governed socialist Vietnamese state until 2030, with a view towards 2045, to focus on researching and addressing basic issues such as the strategy to build and perfect the legal system and the organisation of law enforcement until 2030, with a view to 2045; perfecting the mechanism of assignment, coordination and control between state agencies in the exercise of judicial powers and between agencies and organisations in judicial activities; reforming the organisation and enhancing the working quality of the National Assembly; and perfecting the mechanism to protect the Constitution.

Celebrating National Day is even more meaningful as we are stepping up the cause of Party building and rectification. A wide range of regulations have been introduced, reflecting the Party’s political determination in controlling power and fighting corruption.

The fight against degradation, corruption, negative behaviour, self-evolution, self-transformation, individualism, group interests, bureaucracy, and indifference to the people’s difficulties is becoming stronger and more urgent. The cause of the revolution in the new period requires that. The need for reforming and enhancing the leadership and combat capacity of Party organisations and members requires that! The people have confidence in, support and supervise that!

In the autumn of 1945, with only 5,000 members who operated underground and with a great deal of difficulty, the Party successfully led the people to carry out the revolution. Today with 5.2 million members and as the ruling party, the Communist Party of Vietnam is undertaking the heavy yet glorious mission of taking the country to prosperity and power.

The indestructible lesson and spirit of the August Revolution and National Day forever inspire and shine our path forward!
