Politburo member and Director of the Ho Chi Minh National Academy of Politics Doan Minh Huan attended and delivered remarks.
The training course is held in person at the Ho Chi Minh National Academy of Politics and connected online to sites in communes, wards, and special zones nationwide.
In his opening remarks, Doan Minh Huan said the course aims to synchronously implement the conclusions of Party General Secretary and President To Lam on improving the quality of grassroots-level cadres.
The course takes place as the country is urgently reviewing one year of operating the two-tier local government model. Practical realities have raised many new and demanding issues, requiring cadres and civil servants not only to have firm political mettle but also systematic thinking, development governance capacity, and proficient skills in handling situations.
According to Doan Minh Huan, the course is designed to update knowledge, improve practical organisation capacity, strengthen governance and implementation capacity, enhance problem-solving ability, and foster innovative thinking. This is based on correctly identifying the mission, position, and responsibility of the grassroots level in comprehensive governance, development facilitation, and service to the people.
To ensure the course’s effectiveness, Doan Minh Huan asked participants to uphold their sense of responsibility, study seriously, actively exchange and share experience, and use local realities as learning material to improve their own capacity.
According to the plan, the two-day course comprises four topics: comprehensive governance and development facilitation at commune level under the two-tier local government model; leadership and management of development at commune level amid the requirement for double-digit growth; institutional bottlenecks and internal barriers in commune-level development governance, along with breakthrough solutions to address and remove them; and data-based decision-making.
