Strengthening Party organisations in enterprises

In recent years, despite progress in building Party organisations in enterprises outside the state sector, the Party Central Committee has acknowledged that the number of Party organisations and members in the private sector remains low. Some business owners and employees still lack a full understanding of the position and role of Party organisations within enterprises.

To address these shortcomings, the Party Central Committee's Secretariat issued Directive No. 12-CT/TW on August 19, 2026, on renewing and improving the quality of Party building in the private sector. The directive requires Party committees and inspection commissions at all levels to incorporate the establishment of Party organisations and the recruitment, management and improvement of Party membership quality in the private sector into their annual inspection and supervision programmes.

This approach not only reaffirms the increasingly important position of Party organisations in non-state enterprises but also sets out specific requirements to strengthen the accountability and effectiveness of Party committees in this work.

Promptly implementing the Party Central Committee's policy, local Party committees nationwide have been focusing on a range of coordinated tasks and solutions. In Thanh Hoa Province, Party committees at all levels have stepped up coordination with the provincial Labour Federation to review the number of Party members working at business establishments and understand their needs regarding Party activities, particularly those employed by foreign direct investment (FDI) enterprises.

On this basis, Party committees in communes such as Nong Cong, Hoat Giang and Yen Dinh have engaged with business owners, explaining the benefits of establishing Party organisations for sustainable business development.

The commune’s Party Committee considers the development of Party organisations in enterprises one of its key tasks to expand and consolidate the Party's leadership role in the new context.

Trinh Le Thuy, Standing Deputy Secretary of the Yen Dinh Commune Party Committee

Trinh Le Thuy, Standing Deputy Secretary of the Yen Dinh Commune Party Committee, said the committee considers the development of Party organisations in enterprises one of its key tasks to expand and consolidate the Party's leadership role in the new context. Through proactive surveys, the committee has identified enterprises that meet the conditions for establishing and developing Party organisations. It has also directed trade unions and youth unions to identify and nurture outstanding employees as potential Party members.

With support from the commune Party Committee, two new Party cells have recently been established at JASAN Thanh Hoa Knitting Co., Ltd. and Weilina Viet Nam Footwear Co., Ltd. The committee has also successfully organised a Party awareness training course for 94 outstanding officials and trade union members from seven local enterprises. This represents an important step towards developing a pool of prospective Party members, recruiting new members and eventually establishing additional Party cells in FDI enterprises across Yen Dinh Commune.

In Hoanh Son Ward, Ha Tinh Province, nearly 400 enterprises are operating, yet the number of Party organisations within these businesses remains relatively modest. Some local enterprises meet the requirements for establishing Party organisations but remain hesitant because of administrative procedures and concerns over allocating staff and time between Party activities and production operations.

Recognising these concerns, the ward’s Party Committee organised a dialogue between leaders of the local Party Committee and authorities, residents and businesses on private-sector development. The meeting provided an opportunity to address difficulties directly and propose support measures.

Nguyen Quoc Huong, Secretary of the Hoanh Son Ward Party Committee, suggested that, alongside demonstrating how Party organisations can deliver tangible benefits to businesses and employees, consideration should be given to including secretaries of Party organisations in selected enterprises in the planning of personnel for the Ward Party Executive Committee. Local Party committees should also provide support and create favourable conditions for enterprises with Party organisations through specific policies.

In the coming period, the Hoanh Son Ward Party Committee and authorities will strengthen connections and create opportunities for local enterprises to participate more extensively in production and supply chains serving major investors implementing projects in the Vung Ang Economic Zone. They are committed to accompanying and supporting businesses in establishing Party organisations.

In practice, Party organisations in many enterprises have successfully harnessed collective strength, translating the pioneering spirit of Party members into tangible benefits for businesses. Since its establishment, the Party cell of Ky Anh Urban Environment Joint Stock Company, under the Song Tri Ward Party Organisation in Ha Tinh Province, has steadily strengthened its operations. It now has 33 Party members and serves as a vital link between business owners and employees.

From its beginnings as an environmental services provider, the company's Party cell committee has worked with the management board to develop plans to expand business activities and investment, creating stable employment for 112 workers.

The Party cell is currently completing procedures to be upgraded to a grassroots Party organisation with its own Party committee. At the same time, it is developing a long-term Party membership recruitment plan, proactively identifying prospective members and linking Party building with human resource development to support the company's production and business operations.
