The Party Central Committee’s Organisation Commission on June 20 issued Guidelines on some aspects of the arrangement and establishment of Party organisations in villages and residential areas (Guidelines No. 03-HD/BTCTW).

For ethnic minority, mountainous, and border areas — where socio-economic conditions remain difficult, terrain is vast, and populations are scattered — the development of Party members carries particularly important significance.

The Party committees and organisations must focus on preparations for the 14th National Party Congress, including refining the draft documents to be submitted to the 15th meeting of the Party Central Committee, based on feedback from all-level Party congresses, National Assembly deputies, intellectuals, scientists, and the public.
