The Capital Region comprises Ha Noi and the provinces of Phu Tho, Thai Nguyen, Bac Ninh, Hung Yen, and Ninh Binh. With clearly defined orientations, the revised Capital Law establishes a policy framework enabling Ha Noi to not only attract resources but also exert a “spillover effect”, thereby harnessing the strengths of each locality and improving the overall quality of growth across the region.
