Those from near-poor households and seniors aged 75 and above receiving social pension benefits qualify for full reimbursement of medical examination and treatment costs under Viet Nam's health insurance system from January 1, 2026, according to a resolution passed by the National Assembly on December 11, 2025, the Ministry of Health said.

In the early days of December 2025, the programme “Providing health insurance cards for people in difficult circumstances”, launched by Viet Nam Social Security, took place in a supportive and meaningful atmosphere.

As of August 2025, nearly 19.3 million Vietnamese people are covered by compulsory social insurance, equivalent to 40.8% of the workforce, according to Viet Nam Social Security (VSS).

Information of over 3.1 million health insurance cards had been looked up via chip-based citizen identification cards at more than 11,500 medical facilities, accounting for 90.2% of the total number, as of late September.
