Despite mounting challenges in both the domestic and international business environment, Vietnamese enterprises have continued to demonstrate greater resilience and adaptability, while recording strong growth in numbers.

The Ministry of Finance has released a report following one year of implementing Politburo Resolution No. 68-NQ/TW on private economic sector development. Notably, a wide range of policies supporting access to land, credit, human resources, digital transformation, and market expansion are being rolled out, providing additional resources to enable the private economic sector to grow more robustly.

Resolution No.68-NQ/TW lays the foundation for a comprehensive transformation in the policy of developing the private economy: from “recognising” to “protecting, encouraging, and promoting,” from “supporting” to “leading development”. This is a correct and urgent strategic choice with a long-term vision, aimed at realising the aspiration for a strong and prosperous nation by the middle of the 21st century.

The Politburo’s Resolution No.68-NQ/TW on private economic development is considered a crucial “boost” to promote breakthroughs in the private economy, contributing more than 50% of GDP, creating approximately 85% of jobs, and becoming one of the most important driving forces of the national economy.

As the country enters a new phase of development, two important resolutions of the Party Central Committee – Resolution No. 57-NQ/TW and Resolution No. 68-NQ/TW – have been identified as key foundations to help the private sector unlock resources, expand its development space, and create new breakthroughs in science and technology and digital transformation.

To achieve the target of two million enterprises by 2030, experts emphasise the need to build a truly favourable, transparent, and trustworthy business environment — one in which every citizen with an entrepreneurial aspiration feels safe to start, supported in times of difficulty, and recognised when successful.

Financial inclusion is not only a tool for social welfare but also a foundation for inclusive socio-economic development, with the core goal of maximising access to and use of suitable, safe financial products for all, especially vulnerable groups, small enterprises, and household businesses.
