Singaporean Minister of Foreign Minister Vivian Balakrishnan has said that the keynote address delivered by General Secretary of the Communist Party of Viet Nam Central Committee and State President To Lam at the 23rd Shangri-La Dialogue reflects the strong convergence in strategic vision between Singapore and Viet Nam.

General Secretary of the Communist Party of Viet Nam Central Committee and State President To Lam requested the Vietnamese community in Singapore to continue serving as a bridge for the two countries’ friendship while meeting with staff of the Vietnamese Embassy and representatives of the Vietnamese community there on May 30 as part of his state visit to the country.

As part of his state visit to Singapore and attendance at the 23rd Shangri-La Dialogue, General Secretary of the Communist Party of Viet Nam Central Committee and State President To Lam on May 30 met with leaders of major Singaporean corporations, technology companies, financial institutions and banks with long-standing investments and business operations in Viet Nam.

At the invitation of President of the Republic of Singapore Tharman Shanmugaratnam and his spouse, General Secretary of the Central Committee of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam To Lam, his spouse, and a high-level Vietnamese delegation are paying a State visit to Singapore from May 29 to 31, 2026.

The keynote policy address delivered by General Secretary of the Communist Party of Viet Nam (CPV) Central Committee and State President To Lam at the opening session of the 23rd Shangri-La Dialogue in Singapore on May 29 has drawn wide attention from international media outlets and observers.

The ministers shared the view that General Secretary and President Lam’s delivering of a keynote address at the 23rd Shangri-La Dialogue reflected the international community’s recognition of Viet Nam’s role, voice and contributions to regional strategic issues, and demonstrated its strong interest in the country’s perspectives and approaches to promoting dialogue, building trust, enhancing cooperation, and addressing common challenges.

Viet Nam attaches great importance to expanding international cooperation in science-technology, innovation and human resources development. Technological self-reliance should be built on open cooperation, knowledge connectivity and joint capacity development rather than isolation, said top leader To Lam.

General Secretary of the Communist Party of Viet Nam and President of Viet Nam To Lam and Prime Minister of Singapore Lawrence Wong witnessed the exchange of cooperation documents between the two countries in Singapore on May 29.

Viet Nam and Singapore have developed one of Southeast Asia’s most dynamic and substantive partnerships, with bilateral ties steadily expanding and deepening over more than five decades.
