Under the theme “Solidarity, Creativity, Emulation in Building and Defending the Fatherland”, patriotic emulation movements during the 2021–2025 period, particularly the nine campaigns launched by the Prime Minister, have become a central force in mobilising collective strength, contributing significantly to the successful implementation of the Resolution of the 13th National Party Congress.

Prime Minister Pham Minh Chinh, who is also Chairman of the Central Council for Emulation and Commendation, inspected the preparations and attended the full rehearsal for the 11th National Patriotic Emulation Congress in Ha Noi on December 26.
