As land becomes increasingly scarce and demand for urban infrastructure continues to grow, underground space is emerging as a potential development resource for Ho Chi Minh City, particularly with transport infrastructure becoming an urgent priority.

In the process of building the capital, underground space is being planned and gradually realised as a “development layer”. This represents strategic potential for urban development, but Ha Noi needs transparent mechanisms to awaken the development potential of underground space.
