All-out efforts for site clearance
For transport infrastructure projects, site clearance is the decisive factor in determining progress. Recognising this bottleneck, Tay Ninh is mobilising resources and the entire political system, particularly in areas through which the projects pass.
After 90 days and nights of concentrated efforts, site clearance for the Ho Chi Minh City Ring Road 4 project through Tay Ninh has achieved positive results. To date, the province has paid compensation to 4,759 out of 5,204 cases, equivalent to more than 92%; the area for which compensation has been paid exceeds 635 out of 680ha, or more than 93%, with total payments exceeding 10.718 trillion VND. At the resettlement areas, the payment rate has reached more than 98%.
However, the remaining work still faces numerous difficulties, mainly related to land disputes, inheritance documents, complaints about land areas, cases where land use right certificates have not yet been issued, and failure to reach agreement on compensation, support, and resettlement plans. Striving to complete the handover of the entire site in October 2026, the province has asked departments, sectors, and localities to review each case, strengthen dialogue, and resolve problems in accordance with regulations.
A determined approach is also being demonstrated in the implementation of the Tan An-Binh Hiep road project. The route is about 62.7km long, with a total estimated site clearance area of 417.92ha, passing through nine communes and wards; of this, about 393.92ha is for the main route and connecting route, while around 24ha is for four resettlement areas.
The province has launched the “60 days and nights of lightning speed” emulation campaign, running from September 20 to November 19, 2026, in an effort to complete site clearance for the entire project. The resettlement areas must complete site clearance and hand them over to the units organising the construction commencement ceremony on September 24, 2026.
Chairman of the Tay Ninh Provincial People’s Committee Le Van Hanh stressed that the requirement is to accelerate progress while ensuring compliance with regulations, openness and transparency, as well as the legitimate rights and interests of residents. Localities are to follow the principle of clearly identifying people, tasks, deadlines, responsibilities, and results, with heads directly directing, inspecting, and urging implementation and taking responsibility for the assigned progress.
Opening routes, expanding development space
While site clearance is the task requiring immediate focus, completing procedures, selecting investment methods, and preparing resources are conditions for projects to move into substantive implementation.
The Moc Bai-Xuyen A industrial and urban corridor connecting road project has a total length of about 123.5km, approximately 103.5km of which runs through Tay Ninh. Phase 1 is expected to cover about 33.1km, from Binh Tay Bridge to National Highway 22, with a total investment of about 7.6 trillion VND.
The section from Provincial Road 784 to National Highway 22 is currently completing its investment policy proposal. It is expected to have six lanes, with site clearance based on a 62m-wide right of way and a total investment of about 2.99 trillion VND. The section passing through Thanh Duc Industrial Park is expected to be implemented by the industrial park investor in conjunction with the industrial park’s infrastructure.
Provincial Road 827E is about 35.6km long and has six lanes, connecting Ho Chi Minh City, Tay Ninh, and Dong Thap. The project to build approach roads to three bridges crossing the Can Giuoc, Vam Co Dong, and Vam Co Tay rivers is under implementation, with a total investment of about 1.433 trillion VND. The total investment for three bridges stands at about 4.797 trillion VND, using ODA and counterpart funding from the local budget.
As for the Go Dau-Xa Mat Expressway, Phase 1 is about 28km long and will be developed under the public-private partnership (PPP) model, with four lanes, a design speed of 120km per hour and a preliminary total investment of about 9.826 trillion VND. The province is focusing on land inventory, determining land prices, and preparing compensation, support, and resettlement plans, while accelerating investor selection and negotiations on the build-operate-transfer (BOT) contract.
Alongside transport infrastructure, Tay Ninh is also studying an investment plan for a Political-Administrative Centre at a new location to replace the current site. The Standing Board of the Provincial Party Committee has requested clarification of the necessity, urgency and strategic location of the new centre; assessment of its connectivity with areas within the province, Ho Chi Minh City and the border area; and clarification of its advantages in inter-regional transport connectivity by road, waterway, and rail, as well as favourable conditions for compensation and site clearance and the potential to create new development space.
