Thematic exchange programme with senior and mid-level officials from Russia concludes

Ho Chi Minh National Academy of Politics (HCMA), Party Central Committee's Organisation Commission and the Ministry of Foreign Affairs, held the closing ceremony of the thematic exchange programme with senior and mid-level officials from Russia in Ha Noi on December 12.

The ceremony was chaired by Doan Minh Huan, Party Central Committee Member and Standing Vice President of the Ho Chi Minh National Academy of Politics. The event was also attended by Le Thi Thu Hang, Deputy Minister of Foreign Affairs, along with representatives of the Embassy of Russia in Viet Nam.

The programme covered key topics including: reform of the organisational structure of the state apparatus of the Socialist Republic of Viet Nam; Viet Nam’s development strategy to 2045; characteristics of national governance and current thinking and vision for administrative reform in Viet Nam; the master programme on effective public administration reform for the 2021–2030 period; the operating mechanism of the Viet Nam–Russia Friendship Association; advanced projects and plans; and the core values of Viet Nam–Russia relations, along with development visions and orientations in the new context.

The remaining thematic sessions and practical modules focused on: promoting the human factor, placing people at the centre as the driving force of sustainable development in the field of public administration; and developing state mechanisms and policies for identifying, supporting, and fostering the abilities and talents of adolescents and children.

Addressing the ceremony, Doan Minh Huan expressed his confidence that the knowledge and skills acquired through the programme, undertaken with seriousness and a strong sense of responsibility, would enable participants to apply them creatively in their professional work, thereby contributing to enhanced leadership, management capacity, and public service delivery, while further strengthening emotional bonds and closer, more comprehensive cooperation across all fields within the traditional friendship and comprehensive strategic partnership between Viet Nam and Russia.
