He was also designated to join the Party Committee of Military Region 3 for the same term.
These decisions were announced by the Party Committee of Ninh Binh province at a conference on March 3, which saw the presence of Le Minh Hung, Politburo member, Secreary of the Party Central Committee and Chairman of the committee's Organisation Commission.
At the event, Hung announced that the Politburo had decided to let Dang Xuan Phong, Party Central Committee member and Secretary of the Ninh Binh Party Committee, cease joining the provincial Party Committee and its Standing Board and as well as holding the positions as Secretary of the provincial Party Committee and head of the province’s delegations of 15th National Assembly deputies, and related positions. He has been assigned as Permanent Deputy Chairman of the Government Office.
He also presented the Secretariat decisions to assign Nguyen Thanh Binh, Deputy Secretary of the Thai Nguyen Party Committee, as Deputy Secretary of the Ninh Binh Party Committee for 2025–2030. He has been nominated for election as Chairman of the Ninh Binh People’s Committee for the 2021–2026 term, replacing Tran Huy Tuan.
Speaking at the event, Hung congratulated the newly appointed officials, describing them as capable and experienced cadres with strong backgrounds in Party building and State management. He expressed confidence that they would successfully fulfil their new responsibilities and contribute to the implementation of the Resolution of the first provincial Party Congress Resolution and the 14th National Party Congress Resolution.
In his remarks, Tuan expressed gratitude to the Politburo, the Secretariat and central agencies for their trust. He pledged to uphold political integrity, maintain exemplary moral standards and work with the Standing Board of the provincial Party Committee and the committee to strengthen unity and build a clean and strong political system.
Born in 1974 in Xuan Ai commune, Lao Cai province, Tuan holds advanced political theory qualifications and degrees in irrigation engineering and political economy, along with a master’s degree in natural resources and environmental economics. He has held various key positions in Yen Bai and Lao Cai provinces before being appointed Deputy Secretary of the Ninh Binh Party Committee and Chairman of the provincial People’s Committee in late 2025.
