The conference was jointly hosted by the University of Social Sciences and Humanities under Viet Nam National University, Ha Noi, the Academy of Politics Region III, the Viet Nam Philosophical Association, and the Institute for Discipline Inspection and Supervision Studies under Wuhan University (China). It seeks to strengthen academic exchanges, share experiences, and promote research cooperation between Vietnamese and Chinese scholars in the fields of building the rule of law state, controlling power, and preventing and combating corruption, wastefulness, and negative practices.
As Viet Nam continues implementing the Resolution of the 14th National Party Congress, strengthening the building and improvement of the socialist rule-of-law state, enhancing the effectiveness and efficiency of power control, and resolutely and persistently preventing and combating corruption, wastefulness, and negative practices, while China continues reforming its national governance mechanisms, strengthening inspection and supervision, and building modern governance, the conference holds profound theoretical and practical significance.
The conference is taking place at a time when the Viet Nam–China Comprehensive Strategic Cooperative Partnership continues to advance robustly, particularly following the important common understandings reached by the senior leaders of the two Parties and the two States. Cooperation in education, scientific research, and theoretical exchange has emerged as one of the highlights of bilateral relations.
The conference comprises an opening session and three plenary sessions. Delegates will direct their discussions towards theoretical and practical issues relating to the building of the socialist rule-of-law state; mechanisms for controlling power; preventing and combating corruption, wastefulness, and negative practices; integrity education; fostering a culture of integrity; improving the legal system; reforming national governance; and the experiences of Viet Nam and China.
In addition to analysing the achievements and experiences of each country, scholars will exchange views, compare governance models, power control mechanisms, and inspection and supervision systems, and discuss solutions for preventing corruption in the context of digital transformation, administrative reform, and international integration.
The diverse perspectives contributed by scholars from both countries are expected to enrich the theoretical and practical foundation for building and improving the socialist rule-of-law state in Viet Nam during the country's new stage of development.
Through its discussion sessions and academic dialogues, the conference aims to propose recommendations and scientific arguments to support policymaking; disseminate new research results; release the conference proceedings with an ISBN index in both Vietnamese and Chinese; and expand research cooperation networks among universities, academies, and research institutes of the two countries in the fields of philosophy, political science, law, national governance, and the social sciences and humanities.
