Viet Nam and the Russian Federation strengthen cooperation in leadership training

Implementing the instructions of the Politburo and the Secretariat, in Ha Noi on September 15, the Ho Chi Minh National Academy of Politics held the opening ceremony of the thematic exchange programme “Modern Technology in State Management: International Experience” with mid- and senior-level leaders and managers from the Russian Federation.

Attending the opening ceremony were Comrade Hoang Phuc Lam, Deputy Director of the Ho Chi Minh National Academy of Politics; Kharinov Viacheslav, Head of the Russian Trade Representative Office in Viet Nam; Mogilevskiy Konstantin, Deputy Minister of Science and Higher Education of the Russian Federation; representatives of Vietnamese agencies and ministries, together with numerous mid- and senior-level leaders and managers from the Russian Federation.

In his opening remarks, Comrade Hoang Phuc Lam, Deputy Director of the Ho Chi Minh National Academy of Politics, stated that through experience sharing, scientific research, professional training and management skills development, leaders of both countries will have more opportunities to learn and acquire valuable lessons, thereby contributing to enhancing leadership, management capacity and policy-making. This also lays the foundation for the two countries to share a common vision and build a high-quality human resource base – a key factor for development in the current era of globalisation, the Fourth Industrial Revolution, and digital transformation.

Speaking at the ceremony, Kharinov Viacheslav, Head of the Russian Trade Representative Office in Viet Nam, noted that cooperation in education and training has always been one of the focal areas of Russia–Viet Nam cooperation. Educating people is a task that requires a carefully developed plan, one that reflects the goals and challenges of the era, while taking into account both current realities and future prospects. At every stage of social development, there is a need for individuals who are well-trained, knowledgeable, and responsible.

At present, for Russia, economic and trade cooperation with Southeast Asian countries is playing an increasingly important role, with Viet Nam being one of its key partners in the region. The solid foundation of bilateral relations, along with mutual trust in high-level political dialogue, has contributed to the strong development of mutually beneficial business cooperation.

On this occasion, Kharinov Viacheslav expressed his sincere gratitude to the leadership of the Ho Chi Minh National Academy of Politics for developing a rich programme of study and successfully organising the training process. He expressed his confidence that would acquire valuable new knowledge and apply it effectively in their work, further strengthening Viet Nam–Russia cooperation.
