Viet Nam, Belarus enhance cooperation in forensic examination amid evolving security challenges

Viet Nam and Belarus have agreed to strengthen cooperation in forensic examination as part of an agreement between the Vietnamese Ministry of Public Security and the Belarusian State Forensic Examination Committee, while stepping up the exchange of delegations based on mutual demand.

Vietnamese Minister of Public Security General Luong Tam Quang and Chairman of the Belarusian State Forensic Examination Committee Volkov Alexei Aleksandrovich reached consensus on the issue during their talks in Ha Noi on April 2.

Quang highlighted that following Party General Secretary To Lam’s official visit to Belarus in May 2025, the Viet Nam–Belarus Strategic Partnership has developed positively in different areas, including politics and diplomacy, security and defence, science and technology, trade, education and training, culture, and people-to-people exchanges.

He stressed that the talks created an important platform for both sides to outline practical measures to further enhance cooperation between the two agencies, helping elevate law enforcement collaboration into a central pillar of the bilateral relations.

Aleksandrovich congratulated Viet Nam on the successful organisation of the 14th National Congress of the Communist Party of Viet Nam, describing it as a landmark event marking a new stage of development after four decades of Doi Moi (renewal), guided by a long-term vision and ambitious national goals.

Reviewing progress since Quang’s working visit to Minsk in May 2025, he noted that both sides have effectively carried out agreed cooperation activities, contributing to deeper, more substantive and results-oriented ties between the two agencies.

The two sides agreed that amid increasingly complex developments in the global security situation and emerging unprecedented challenges, criminal activities are becoming more sophisticated, particularly high-tech, organised and transnational crimes, placing higher requirements for forensic examination capability.

They pledged to expand cooperation in research, production and technology transfer supporting crime scene investigation and forensic examination, while promoting collaboration in higher education, postgraduate training and professional development at Belarusian forensic institutions to strengthen the capacity of Viet Nam’s forensic workforce.

Both sides also agreed to hold alternating workshops and conferences in Viet Nam and Belarus, enabling experts to exchange new methodologies and techniques and share scientific and professional resources in the forensic examination field.
