Viet Nam establishes steering committee for UN Convention against Cybercrime signing ceremony

Prime Minister Pham Minh Chinh has signed a decision establishing the steering committee for the Opening for the Signature of the United Nations Convention against Cybercrime (Ha Noi Convention) and related events in Viet Nam.

Decision No. 2222/QD-TTg, dated October 8, 2025, stipulates that the steering committee will assist the PM in directing and coordinating critical inter-ministerial work related to the implementation of international cooperation on cybersecurity and combating high-tech crime.

Deputy Prime Minister Bui Thanh Son chairs the committee, while Deputy Minister of Public Security Pham The Tung and Deputy Minister of Foreign Affairs Dang Hoang Giang serve as deputy chairpersons.

Committee members include officials from various ministries and agencies, including the ministries of finance, justice, science and technology, and culture, sports and tourism.

The decision also establishes a permanent secretariat and six sub-committees to assist the steering committee in areas including content, finance – logistics, high-level diplomatic advocacy, protocol, media – culture, and security – healthcare.

On December 24, 2024, the UN General Assembly formally adopted the convention, marking the first time the international community has established a global legal framework to combat crimes conducted via information technology and cyberspace. It serves as a critical legal basis for countries to incorporate international standards into domestic law, enhance cooperation against cybercrime, and build a safe, reliable, and healthy digital environment to promote sustainable development.

Ha Noi has been selected by the UN as the host city for the signing ceremony on October 25 – 26, affirming Viet Nam’s position among leading nations in terms of peace and stability, and its growing role on the international stage.
