Viet Nam, US promote cooperation prospects in semiconductor sector

In Washington, D.C., the US, on the afternoon of November 13 (local time), Nguyen Hong Dien, Vietnamese Minister of Industry and Trade, held a working session with leaders of enterprises belonging to the US Semiconductor Industry Association (SIA), headed by John Neuffer, SIA President and Chief Executive Officer.

Speaking at the session, Minister Nguyen Hong Dien highly appreciated the role of the SIA in promoting cooperation, shaping policies, and leading innovation in the semiconductor sector.

The minister stated that the Party and State of Viet Nam have identified science and technology, innovation, and digital transformation as major drivers of growth, in which semiconductors, artificial intelligence, big data, and green technologies are strategic sectors that will play a decisive role in the future economic structure.

The Government of Viet Nam has approved the Strategy for the Development of the Semiconductor Industry to 2030, with a vision to 2045, based on three development pillars. The minister proposed that the SIA cooperate in priority areas, first of all in human resource development and advanced training, technology transfer, investment cooperation and research and development, supply chain development, and the development of supporting industries for semiconductors.

He also proposed cooperation in reviewing and amending policies and institutional frameworks, supporting policy dialogue between the two governments, especially regarding the easing of regulations on high-tech transfer — a crucial step in creating a favourable legal corridor for deeper and broader technological cooperation.

John Neuffer expressed gratitude to Minister Nguyen Hong Dien and stated that Viet Nam is a highly important link in the global supply chain and in the semiconductor industry. Viet Nam is making very sound moves in this sector, having swiftly introduced a national strategy for semiconductor industry development.

Within the meeting, representatives of enterprises under the SIA also shared deeper insights into the prospects for cooperation with Viet Nam amid the strong shifts occurring in the global semiconductor supply chain. Many business leaders stressed that they see long-term growth potential in the Vietnamese market and wish to further expand cooperation with ministries, sectors, and training institutions, while seeking opportunities for deeper integration into the domestic industrial ecosystem.

Representatives of the enterprises highly appreciated Viet Nam’s persistent, proactive, constructive, and consistent approach in reciprocal trade negotiations with the US. This approach has created trust and a clear policy foundation for US enterprises when formulating strategic investment plans in Viet Nam, while contributing to greater balance in bilateral trade relations.

Minister Nguyen Hong Dien acknowledged the cooperation outcomes and recommendations of US semiconductor companies. The minister provided some information regarding the reciprocal trade agreement negotiations and called on the enterprises to raise their voices and exert influence with the US Government and relevant agencies to promote a more flexible and practical approach in the negotiations to bring them to an early conclusion and achieve the most positive outcomes.
