This marks the first visit to Russia by a senior Vietnamese leader following the successful conclusion of the 14th National Congress of the Communist Party of Viet Nam. The visit underscores the strong determination and commitment of the two countries’ top leaders to further promote their traditional friendship and comprehensive strategic partnership, making it deeper and more effective, while also opening a new chapter in their long-standing and robust relationship.
More than 75 years of partnership have brought Viet Nam and Russia numerous proud achievements, serving as both a foundation and a strong impetus for the two countries to advance into a new phase of development. Beyond a mere diplomatic milestone, these 75 years constitute a compelling testament to an enduring bond that transcends time and geographical distance.
The Party, state and people of Viet Nam always cherish the steadfast friendship, as well as the invaluable support and assistance provided by the former Soviet Union and today’s Russia during Viet Nam’s struggle for national independence and reunification, and in its ongoing process of national development. Reflecting on these achievements, both sides are further strengthening their determination to deepen and enhance the Viet Nam-Russia Comprehensive Strategic Partnership, in line with their enduring friendship and the aspirations of their peoples.
In recent years, Viet Nam–Russia relations have maintained a high level of political trust and have continued to be consolidated. High-level exchanges have taken place regularly, providing strong momentum for bilateral ties. Visits by senior leaders of both countries have been frequent. In May 2025, on the occasion of General Secretary To Lam’s official visit to Russia and his attendance at the ceremony marking the 80th anniversary of Victory in the Great Patriotic War, the two sides adopted a joint statement outlining key orientations for the comprehensive strategic partnership in a new phase of cooperation.
Thanks to the sustained efforts of successive generations of leaders and citizens, Viet Nam and Russia have achieved many noteworthy results in cooperation. Despite various challenges, economic, trade, and investment ties have continued to grow steadily. In 2025, bilateral trade turnover reached nearly 4.77 billion USD. As of December 2025, Russia had 199 investment projects in Vietnam with total registered capital of approximately 990 million USD, ranking 26th out of 147 countries and territories investing in Viet Nam. Viet Nam, for its part, had 16 valid investment projects in Russia with total registered capital of 1.6 billion USD, ranking 4th among 81 countries and territories in which Viet Nam has invested.
Viet Nam–Russia relations have also developed positively across various fields such as culture, tourism, and education and training. Scientific and technological cooperation has been maintained, marked by the success of numerous research and technology transfer projects. The two sides are implementing a project on a Nuclear Science and Technology Research Centre and organising activities within the framework of the 2026 Cross Year of Science and Education Cooperation. Education and training remain a key highlight of bilateral relations. In the past, the Soviet Union helped train nearly 40,000 Vietnamese officials and specialists across various fields. This tradition continues today, with Russia remaining an important partner for Viet Nam in education and training. Currently, more than 5,000 Vietnamese students are studying in Russia.
Building on these positive outcomes, Prime Minister Pham Minh Chinh’s official visit to Russia provides an opportunity for both countries to further consolidate political trust and enhance cooperation in key areas such as economics and trade, especially investment, energy, and oil and gas. As Viet Nam strives to realise its development goals for 2030 and its vision towards 2045, support from international partners, including Russia, remains of great importance.
With a solid foundation of more than 75 years of sincere and effective cooperation, Viet Nam and Russia are well positioned to advance their respective development paths and elevate bilateral relations to new heights. Prime Minister Pham Minh Chinh’s official visit to Russia is an important event that will help reinforce the traditional friendship between the two countries and lay the foundation for realising their shared development aspirations in the future.
