Vietnam - China: Developing friendly neighbourly relations, deepening comprehensive strategic cooperative partnership

This is To Lam's first trip to China since his election as General Secretary of the CPV Central Committee. This affirms that both countries attach importance to and wish to further deepen the traditional friendship and the Vietnam-China Comprehensive Strategic Cooperative Partnership in the new period.

During the visit from August 18 to 20, General Secretary and President To Lam had a rich and meaningful working programme, notably including talks with General Secretary and President Xi Jinping, meetings with Premier Li Qiang; Zhao Leji, Chairman of the Standing Committee of the National People's Congress of China; and Wang Huning, Chairman of the National Committee of the Chinese People's Political Consultative Conference.

Chinese Party General Secretary and State President Xi Jinping and his spouse presided over the welcome ceremony, which was conducted with the highest protocols reserved for heads of states, for the visiting top Vietnamese leader To Lam and his spouse, demonstrating the high respect for the Vietnam-China relationship.

Professor Peng Liyuan, the spouse of Chinese Party General Secretary and State President Xi Jinping, invited Ngo Phuong Ly, the spouse of General Secretary and President To Lam, to enjoy a tea party and watch a traditional Chinese art performance.

To Lam, General Secretary of the Communist Party of Vietnam Central Committee and State President, met with representatives of friendship organisations, family members of revolutionary generals, and experts and advisors who assisted Vietnam during its resistance wars, in Guangzhou City, Guangdong Province, China. The meeting also saw the attendance of officials and staff involved in preserving relic sites relating to the Vietnamese revolution, prominent Chinese intellectuals, scholars and researchers on Vietnam, former Chinese ambassadors to Vietnam, and Chinese youths.

Taking place on the occasion of the 100th anniversary of President Ho Chi Minh's arrival in Guangzhou on his journey to find a way to save the country, the activities of General Secretary and President To Lam in Guangzhou has demonstrated the Party and State of Vietnam's appreciation for China's valuable support during key historical periods.

On the occasion of the state visit to China by Party General Secretary and State President To Lam, the two sides issued a joint statement on further strengthening the comprehensive strategic cooperative partnership between the two countries and building a Vietnam-China community with a shared future.

Party General Secretary and President To Lam and his Chinese counterpart Xi Jinping witnessed the signing of many cooperation documents between ministries, agencies, and localities of the two countries.

The leaders of the two countries agreed to continue to further strengthen the comprehensive strategic cooperative partnership between the two countries.

Accordingly, the two sides have affirmed that they will maintain high-level strategic exchanges between the two Parties and the two countries, thereby consolidating the foundation of political trust and orienting the building a Vietnam-China community with a shared future of strategic significance.

Based on the “six major directions”, the two sides will step up the implementation of high-level common perceptions and agreements between the two countries, bringing more substantive, effective and progressive cooperation.

The two sides declared 2025 as the "Year of Việt Nam-China Humanistic Exchange", during which they will jointly organise a series of activities to celebrate the 75th anniversary of the establishment of diplomatic relations between Vietnam and China.

The two sides have agreed to continue to effectively implement high-level common perceptions, better control and actively resolve disagreements at sea; reaffirmed the importance of maintaining and promoting peace, stability, and freedom of navigation and aviation in the East Sea/South China Sea; and agreed to handle disputes by peaceful means on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

The two sides also continued to coordinate to effectively implement the legal documents on land border and related agreements.

On the multilateral level, the two sides agreed to strengthen coordination, cooperation and collaboration in mechanisms and forums such as the United Nations, ASEAN, APEC. China affirmed its support for ASEAN in building a community of solidarity, unity, self-reliance and development, and maintaining its central role in the regional structure.

During the visit, the talks and meetings between the leaders of the two countries took place in a friendly and cordial atmosphere, demonstrating the desire and determination of both countries to continue to strengthen the friendly neighbourliness and further develop the Vietnam-China relationship in a profound, comprehensive, and sustainable manner.

The two sides shared their views on the major developments of the bilateral relationship, especially after the two historic visits by the top leaders of the two parties and countries in 2022 and 2023.

Emphasising the context of the complicated and unpredictable regional and global situations, General Secretary and President To Lam affirmed that Vietnam consistently adheres to its foreign policy of independence, self-reliance, peace, friendship, cooperation and development; multilateralisation and diversification of foreign relations; and steadfastness in the "4 no's" of defence policy.

General Secretary and President of China Xi Jinping strongly affirmed that China persists with its policy of friendship with Vietnam and always considers Vietnam a priority direction and strategic choice in its neighbourly foreign policy.

As a particularly important foreign activity between Vietnam and China, the state visit to China by General Secretary and President To Lam and his spouse was a great success in all aspects, opening a new stage in the friendly neighbourly relationship and the Comprehensive Strategic Cooperative Partnership while promoting the building of a Vietnam-China Community of Shared Future with strategic significance, contributing to peace, stability and development in the region and the world.
