Vietnam - China relations: Fostering stable and sustainable development

Xi Jinping, General Secretary of the Communist Party of China Central Committee and President of China, is going to pay a state visit to Vietnam from April 14 to 15, 2025, at the invitation of To Lam, General Secretary of the Communist Party of Vietnam Central Committee, and State President Luong Cuong.

The visit is of special significance to the relationship between the two Parties and the two countries, continuing to foster friendship and enhance comprehensive cooperation between Vietnam and China in the new development period.

This is the fourth state visit to Vietnam by General Secretary and President of China Xi Jinping as the highest leader of the party and state of China, the second visit during the 13th National Congress of the Communist Party of Vietnam and the 20th National Congress of the Communist Party of China, and was carried out less than a year after the state visit to China by General Secretary To Lam.

In particular, taking place during the "Year of Vietnam – China Humanistic Exchange" to celebrate 75th anniversary of diplomatic relations between the two countries (1950 – 2025), the visit by General Secretary and President of China Xi Jinping marks an important foreign political event of the two Parties and two countries, with strategic significance and long-term impact on the development of Vietnam-China relations, especially in the context that both countries are entering a new era of development.

The state visit to Vietnam by General Secretary and President of China Xi Jinping takes place in the context of Vietnam continuing to actively implement the Resolution of the 13th National Congress of the Communist Party of Vietnam and preparations for the 14th National Party Congress.

The economy has maintained its growth momentum, national defence and security have been consolidated and enhanced, and foreign affairs and international integration have achieved many important achievements. The international community highly values and appreciates Vietnam's potential, position, and international prestige.

After half a term of implementing the Resolution of the 20th National Party Congress, China's internal political situation remained stable overall and the "core" position of General Secretary and President Xi Jinping has continued to be firmly consolidated.

In terms of economy, China basically completed major development goals, achieved breakthroughs in science and technology, especially in the field of artificial intelligence.

At China's annual 'Two Sessions' (March 2025), China set the consistent goal of growth and stability, promoting high-quality development; proposed major measures on institutional reform, building new quality production forces, developing the private economy.

In foreign affairs, China adheres to an independent, self-reliant, peaceful foreign policy, strengthening cooperation with neighbouring countries and developing countries while promoting global initiatives.

Vietnam-China relations continue to develop steadily and achieve many important results. In 2023, the two sides issued a joint statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a Vietnam-China community with a shared future, opening a new chapter in the traditional friendship and comprehensive cooperation between the two countries.

Vietnam-China relations have seen clear and comprehensive changes in the direction of "six more". China attaches importance, prioritises and pays high attention to the development of Vietnam-China relations. Political trust has been strengthened, most recently through the state visit to China by General Secretary To Lam (August 2024) and the phone call between the top leaders of the two Parties (January 2025).

In the context of the 75th anniversary of the establishment of Vietnam-China diplomatic relations, the two sides have maintained close exchanges and contacts at high and all levels. Defence and security cooperation is more substantive. Economic, trade and investment cooperation has grown positively. People-to-people exchanges and educational and cultural cooperation are vibrant. Multilateral cooperation has been expanded. Vietnam supports China's global initiatives. The two sides maintain dialogue mechanisms, making efforts to control and resolve disagreements.

As a foreign affairs activity of special significance to the next stage of development of Vietnam-China relations, the state visit to Vietnam by General Secretary and President of China Xi Jinping demonstrates China's importance and priority to further consolidating and elevating the comprehensive strategic cooperative partnership and the Vietnam-China community with a shared future, which has strategic significance.

By warmly welcoming General Secretary and President of China Xi Jinping, Vietnam affirms the foreign policy of the 13th National Party Congress to be independent, self-reliant; diversifying and multilateralising foreign relations, in which the top priority is given to relations with neighbouring countries, consistently attaching importance to developing stable and long-term relations with China on the basis of mutual respect, equality, mutual benefit, promoting positive trends, similarities, and connections between the two parties and two countries.

Wishing the state visit of General Secretary and President of China Xi Jinping to Vietnam a great success, bringing the friendly neighbourly relationship, the comprehensive strategic cooperative partnership and the Vietnam-China community with a shared future into a new stage of development, becoming truly more solid, stable, and sustainable, for the benefit of the people of the two countries and for peace, stability, cooperation, and development in the region and the world.
