National Assembly Chairman Tran Thanh Man stated that education and training in the new period are strongly affected by the Fourth Industrial Revolution, especially the explosion of artificial intelligence and the increasing demand for high-quality human resources, so a revolution in thinking is needed, with a long-term vision, forecasting the development trends of society and the labour market in the future.
The National Assembly Chairman suggested that the goal of imparting knowledge should be shifted to developing problem-solving skills. The role of teachers also needs to shift from knowledge transmitters to instructors and motivators. Student assessment also needs to shift from test scores to assessment of learning processes and products.
The National Assembly Chairman affirmed that the effectiveness of the programme depends on the implementation from the central to local levels, so the programme must ensure resources and financial mechanisms, thoroughly overcome the situation of complicated disbursement procedures, slow disbursement, dispersion, and fragmentation; there needs to be a flexible capital allocation mechanism, creating conditions for localities to proactively adjust to reality...
Regarding the field of health care, population and development, the National Assembly Chairman said it is necessary to promote preventive medicine and improve public health; at the same time, strengthen and innovate grassroots health care, because this is the most important foundation; as well as improve the capacity of commune and ward health stations; equipping basic diagnostic equipment and a list of essential medicines so that people can feel secure in receiving medical examination and treatment right at the grassroots level.
In the afternoon, the National Assembly discussed the draft Law on Drug Prevention and Control (amended).
Opinions stated that the draft Law has created a more complete, unified, drastic and humane legal framework in the face of the complicated developments of drug crimes; approaching international standards, shifting the focus from suppression to sustainable prevention, effective drug addiction treatment, and social integration.
