Highlights of the OCOP programme
In recent years, the OCOP and rural tourism development programmes have delivered many positive results, making an important contribution to the capital city’s economic restructuring. These programmes have unlocked the potential and internal strengths of each locality in the city, increased the value of agricultural, non-agricultural and service products, and created stable jobs for local residents.
According to Ngo Van Ngon, Deputy Chief of the Ha Noi New-Style Rural Development Coordination Office, the capital city has achieved remarkable results in implementing the OCOP programme. To date, the city has had around 3,500 recognised OCOP products, accounting for more than one fifth of the country’s total. Among these are nine five-star products, 1,576 four-star products and 1,859 three-star products. A further 19 products are also likely to receive five-star ratings.
Ha Noi’s OCOP products are increasingly affirming their position in the domestic market and beginning to reach international markets thanks to the application of advanced technology in production and business, as well as improvements in design, packaging and digital-based trade promotion
Outstanding examples include the 5-star OCOP products of Quang Vinh Ceramics. The company’s red lotus ceramic tableware sets and dragon-phoenix ceramic tableware sets combine craftsmanship with technology, feature unique patterns with high aesthetic value, embody Vietnamese cultural characteristics, and are exported to many countries such as Japan, the United States, Denmark and Romania.
Also notable are the handwoven silk quilts of My Duc Silk and the trio of tea products produced by Thang Long High-Tech Agriculture - all 5-star OCOP products showcasing the refined beauty of Viet Nam’s traditional handicrafts.
To implement the Prime Minister’s decisions on the OCOP programme and the rural tourism development programme for the 2021-2025 period, Ha Noi has issued several specific action plans on developing agricultural and rural tourism linked with new-style rural development. Relevant departments, sectors and localities have been assigned clear responsibilities and work in close coordination to ensure that the programmes are implemented effectively and in line with the central government’s orientations.
The combination of three major programmes - new-style rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas - into a single unified programme starting from 2026 marks an important turning point. This will help Ha Noi and provinces across the country improve investment efficiency and develop OCOP products and rural tourism in a sustainable direction. Minister of Agriculture and Environment Tran Duc Thang noted that effectively leveraging the OCOP and rural tourism programmes could generate major breakthroughs and bring better living conditions for local communities in the coming years.
Creating multi-value linkage chains
Ha Noi’s integration of the OCOP programme with rural tourism is awakening local cultural values and the distinctive ecological landscapes of the countryside. Many models combining OCOP product experiences and consumption with rural tourism have been implemented, gradually forming a multi-value rural economic ecosystem.
Typical models include the Green Park tourist site in Phu Dong Commune, which welcomes an average of 90,000 visitors per year; Hong Van Countryside Tourism Site in Hong Van Commune, which receives around 30,000 visitors annually; and the Bat Trang pottery village tourism model, all of which have become exemplary OCOP tourism destinations, increasing local incomes while enhancing visitors’ cultural and culinary experiences.
As the city enters a new stage of the OCOP programme and rural tourism development, Ha Noi has identified the goals of improving quality, accelerating digital transformation and promoting sustainability. The city is prioritising key tasks such as strengthening communication and human resources training; developing production linkages and material regions; encouraging organic and deeply processed products; and applying digital technology to marketing and product sales.
In the coming years, Ha Noi will prioritise developing OCOP products linked with tourism, creating integrated value chains that combine agriculture, culture and tourism. This will help transform the rural economic structure towards modernity and inclusiveness.
With strong political determination, flexible organisation, innovative approaches and a long-term vision, Ha Noi is affirming its leading role nationwide in building model new-style rural areas and developing OCOP-linked tourism. The city is working towards shaping civilised, modern, green, clean and beautiful rural areas that become a driving force for harmonious development between urban and rural spaces in the future.
