Prime Minister Le Minh Hung on October 15 called for decisive and coordinated action to implement the 2026–2035 national target programme on cultural and social development, rural development, and development in ethnic minority and mountainous areas, stressing that people must not be kept waiting for policies and support to reach them.

Lawmakers, during the 16th National Assembly’s first extraordinary session on August 24, approved a resolution on investment policy for a national target programme on culture, society, rural development, and ethnic minority and mountainous areas for 2026-2035, with 808.5 trillion VND (30.7 billion USD) earmarked for the 2026-2030 period.

A new national target programme, to be consolidated from four existing programmes and focusing on seven key groups of tasks, while eliminating intermediary layers, is what the National Assembly expects as it considers and votes to approve the issue at the first extraordinary session of the 16th National Assembly.

Prime Minister Le Minh Hung has signed Decision No. 1356/QD-TTg establishing the Central Steering Committee for the National Target Programme on Drug Prevention and Control through 2030.

In mountainous regions, where natural conditions are harsh and populations are scattered, the effectiveness of ethnic policies is measured by specific changes in people’s lives.

Total state budget allocation for the national target programme on building new-style rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the 2026–2030 period is around 423 trillion VND (16 billion USD).

It also marks one of the most ambitious social-development commitments of the coming decade, with State budget resources of about 423 trillion VND (16.05 billion USD) allocated for 2026–2030 alone.

The 10th session is scheduled to conclude in the afternoon, with NA Chairman Tran Thanh Man delivering closing remarks once the agenda is completed.
