13th NA Standing Committee's first session closes

Nhan Dan - The first session of the 13th National Assembly Standing Committee, with a focus on revising and amending of three draft laws on complaints, denunciations and measurements, wrapped up on the afternoon of August 23.

The majority of deputies agreed with the NA Law Committee's report about the draft law on complaints, stating that both complaints and their settlement require regulations suitable to everyday reality.

Deputies paid much attention to mass complaints and many had opposing opinions about this issue. Chairman of the NA National Defence and Security Committee, Nguyen Kim Khoa, and Chairman of the Council of Ethnic Affairs, KSor Phuoc, proposed that there should be a chapter stipulating detailed regulations on mass complaints and settlements to ensure citizen’s rights, social security and order.

However, other deputies disagreed with this proposal. Chairman of the NA Judiciary Committee, Nguyen Van Hien, said that is irrational and unnecessary to specify individual or mass complaints and settlements in the Law. There should be the concept of complaints in general and the procedure for settling both types of complaints must be the same.

The draft law on denunciations expanded the list of subjects with rights to make denunciations to now include Vietnamese citizens and foreigners residing in Vietnam, as well as agencies and organisations.

Deputies also suggested adding more ways to submit denunciations such as via email, fax and telephone. Others disagreed with this, saying that it is difficult to inspect and ascertain information in denunciations. On the contrary, the NA Law Committee stated that the form of the denunciation does not matter; the important thing is the content.

Most deputies agreed not to regulate anonymous denunciations in the Law to avoid wrong and groundless denunciations.

The NA Standing Committee also heard comments and opinions about the draft law on measurements.
