He highlighted its victories and achievements, marking significant milestones in the revolutionary struggle of the nation. Over the past 80 years, the Vietnam People's Army has continuously developed into a strong and resilient force, worthy of its position as the special political force and the loyal and trusted combat force of Vietnamese Party, State, and people.
The decision to designate December 22, 1989, as the All-People Defence Festival not only reflects the continuation of the nation’s tradition of all-people participation in safeguarding the country but also reaffirms the Communist Party of Vietnam (CPV)'s principle of engaging all citizens in building and defending the nation, while honouring the noble image of the "Uncle Ho's Soldiers".

Lieutenant Colonel Nguyen Ngoc Huan emphasised that Vietnam remains steadfast in implementing its “Four No’s” Defence Policy: not participating in military alliances, not aligning with one country against another, not allowing foreign military bases nor the use of Vietnamese territory against other countries, and not using or threatening to use force in international relations.
In recent years, the Vietnam People’s Army has proactively advanced international integration and defence diplomacy. Defence diplomacy has become one of the pillars of the Party’s external relations and State’s diplomacy, serving as a key channel to build and strengthen strategic trust, as well as to develop Vietnam’s friendly relations with other countries. Vietnam has participated in numerous regional and international multilateral defence and military mechanisms and forums.
The country has established defence cooperation agreements with over 100 nations and has set up defence attaché offices or military attaché offices in 35 countries, including the Vietnamese Defence Attaché Office in Brunei.
Defence cooperation stands out as a highlight in the Comprehensive Partnership between Vietnam and Brunei. In addition to the regular exchange of high-level delegations and bilateral and multilateral defence consultations, education and training cooperation is considered a focal point in the defence relations between the two nations.

The Action Programme to implement the Comprehensive Partnership between Vietnam and Brunei for the 2023-2027 period prioritises cooperation in areas such as economy, defence and security, education, and people-to-people exchanges.
Bilateral defence cooperation between Vietnam and Brunei continues to be comprehensively promoted, focusing on maintaining and establishing new consultation and information-sharing mechanisms between the two ministries of defence and their respective army, air and navy forces.
This effort aims to build mutual trust, jointly address common challenges, and actively contribute to the development and strengthening of the ASEAN Community.
Lieutenant Colonel Nguyen Ngoc Huan expressed his belief that the Vietnam-Brunei partnership in general, and especially bilateral defence cooperation, will continue to grow stronger, fostering mutual benefits for the people of both nations and contributing to the peace, stability, security, and development of the region.
