A bridge of solidarity and peace

National Assembly Chairman Tran Thanh Man and a high-level Vietnamese delegation attended the opening ceremony of the 152nd Assembly of the Inter-Parliamentary Union (IPU-152) themed “Nurturing hope, securing peace and ensuring justice for future generations” in Istanbul on the evening of April 15 (local time).

Also present at the ceremony were Speaker of the Grand National Assembly of Türkiye Numan Kurtulmus, IPU President Tulia Ackson, IPU Secretary General Martin Chungong, along with nearly 80 Speakers and Deputy Speakers from IPU member parliaments.

Discussions unfolded vigorously on issues such as peace in the Middle East, sustainable economic development, and the rights of women and youth. The atmosphere was both solemn and warm, imbued with hope, as parliamentary diplomacy activities sought to connect nations amid a volatile global landscape.

In his message to the 152nd IPU Assembly, United Nations Secretary-General Antonio Guterres underscored the central role of parliaments in translating multilateral commitments into concrete national actions, thereby strengthening the effectiveness of the multilateral system.

He emphasised that international cooperation, dialogue, and inclusive governance are key to addressing global challenges, and called for enhanced partnerships between the United Nations and parliaments to improve accountability and public trust. The IPU-152 Assembly marks a historically significant event, with a theme of both global relevance and direct connection to important regional developments.

In her opening remarks, IPU President Tulia Ackson reaffirmed the central role of parliaments in building consensus, guiding policy, and shaping global solutions. She urged parliaments to focus on three key priorities: promoting inclusivity, sustaining dialogue, and acting with a long-term vision for future generations—thereby reinforcing multilateralism with the United Nations at its core.

IPU Secretary General Martin Chungong and many leaders also highlighted the role of parliamentary diplomacy in advancing peace, cooperation, and development across regions and globally through dialogue, confidence-building, and the sharing of experience.

Chairman Tran Thanh Man delivered a key address at the General Debate of IPU-152 under the theme “Nurturing hope, securing peace and ensuring justice for future generations”. He stressed that this year’s theme conveys both urgency and relevance, as the world is witnessing increasing instability and conflict driven by geopolitical competition, causing immense suffering and loss for millions. Breakthrough technologies such as artificial intelligence (AI), while offering opportunities for development, also pose new challenges in management and governance.

He further noted that shared agendas such as the Pact for the Future and the 2030 Agenda continue to serve as foundations for collective global action. Through the Declaration of the Sixth World Conference of Speakers of Parliament, IPU member parliaments reaffirmed their commitment to cooperation for peace, justice, and prosperity for all. He called on the IPU and its members to further strengthen international cooperation and solidarity, uphold the rule of law, and support national initiatives for peace and development.

The message from the Vietnamese legislative leader, emphasising enhanced parliamentary diplomacy, dialogue, trust-building, and friendship among nations; addressing root causes of conflict; and respecting fundamental principles of international law and the United Nations Charter, received broad support and consensus from parliamentary leaders and international organisations.

In recent days, the Vietnamese delegation has actively participated in meetings of the IPU Governing Council, Standing Committees, and various forums and seminars.

Viet Nam proposed initiatives to enhance economic resilience and strategic autonomy, highlighting the role of parliaments in refining legal frameworks, supporting businesses, and placing people at the centre.

Leaders from various countries congratulated Türkiye on its development achievements and commended its growing role and standing on the international stage, particularly through hosting major events in 2026. Though the visit was brief, it contributed to qualitatively strengthening legislative cooperation between Viet Nam and Türkiye.

Chairman Tran Thanh Man and foreign leaders agreed to maintain regular exchanges between parliamentary leaders and relevant bodies to enhance mutual understanding, share legislative experience, improve institutional frameworks, and coordinate oversight of agreements.

The President of Türkiye and other leaders affirmed that Türkiye values its relationship with Viet Nam and seeks to elevate bilateral ties to new heights. Noting the vast potential for cooperation, both sides expressed strong determination to make economic, trade, and investment cooperation key pillars, aiming to raise bilateral trade turnover to 4 billion USD and encouraging further Turkish investment in Viet Nam.
