The Vietnam - RoK relation is considered to be in the best stage of development since the two countries established their diplomatic relations in 1992.
In December 2022, the two sides issued a joint statement on elevating the bilateral relations to a comprehensive strategic partnership.
The RoK attaches great importance to its relations with Vietnam, as well as with ASEAN in general, considering Vietnam as a key partner in its foreign policy in Southeast Asia and the Indo-Pacific Strategy. Vietnam affirms great importance to relations with the RoK and wishes to further promote the bilateral cooperation in a substantive and comprehensive manner.
Over the past 30 years, the bilateral cooperation has developed rapidly and effectively in fields ranging from politics, diplomacy, security, and defence, to economy and culture on both the bilateral and multilateral scales.
Political trust and mutual understanding have been enhanced, creating a solid foundation for cooperation towards extensive and sustainable development.
High-level exchanges and contacts are maintained regularly, while dialogue and cooperation mechanisms are operated stably.
As an important pillar and key contributor to the Vietnam-RoK relationship, the economic cooperation has made remarkable progresses. The RoK is currently the biggest investor of Vietnam, the second biggest partner in development cooperation, and the third in terms of trade cooperation
Bilateral cooperation in labour and tourism has also grown well. The RoK is the second largest market for Vietnamese workers, and Vietnam’s second largest tourist market.
People-to-people exchanges have developed vibrantly, contributing to strengthening economic, cultural, and educational cooperation as well as cooperation between localities of the two countries.
Vietnam and the RoK have cooperated closely at regional and international forums as well as on issues of mutual concern. Outcomes of bilateral cooperation have made positive contributions to the overall bilateral relationship while strengthening and enhancing the international position of each country, and contributing to the enhancing multilateralism in contemporary international relations.
This is the first state visit of President Yoon Suk Yeol to Vietnam, and to Southeast Asia. This shows the special importance of President Yoon Suk Yeol and his government to Vietnam-RoK relations, affirming that Vietnam is the centre in the implementation of the Indo-Pacific Strategy and RoK-ASEAN Solidarity Initiative.
RoK President Yoon Suk Yeol's visit takes place at a time when the two countries continue to implement their development goals and have gained many important achievements, especially in post-pandemic socio-economic recovery and development.
Following the foreign policy of the 13th Party Congress, Vietnam consistently implements a foreign policy line of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralisation of foreign relations; and further deepening relationships with partners, especially strategic partners.
Meanwhile, RoK is promoting its key policies, especially the Indo-Pacific Strategy and the RoK-ASEAN Solidarity Initiative.

The visit also sends a message that Vietnam supports and believes that the RoK Government and people will successfully implement their development policies and goals.
As the first high-level foreign policy activity after the two countries elevated their relationship to a Comprehensive Strategic Partnership in 2022, RoK President Yoon Suk Yeol's State visit to Vietnam kick-starts a new stage in the development of the relationship between the two countries, contributing to peace, stability, and development in the region and the world at large.
