Implementing Conclusion No.04-KL/ TU as issued by the Hung Yen provincial Party Committee on October 11, 2016, on the implementation of the Project on building new-style rural areas in the province during the 2016-2020 period andwith a vision to 2030, provincial leaders have actively directed agencies and people to join hands in building new-style rural areas. Chairman of Hung Yen provincial People’s Committee, Nguyen Van Phong said that the province hasalways been proactive and creative; promoted democracy and the internal strengths of the people with the motto of “people know, people discuss, people do, people monitor, and people benefit”. Hung Yen has chosen this breakthrough stage to create a spread and great change in its rural appearance, improving the material and spiritual life and satisfaction of people.
Regarding agricultural production, provincial leaders have directed localities to focus on plot consolidation and exchange. Nearly 29,000 hectares of agricultural land in the province has been consolidated and exchanged, accounting for 53.1% of the total agricultural land in the whole province, bringing the average rate of land from 3.2 plots per household to 1.6 plots per household. Accordingly, the number of households owning one plot accounts for 51.6% and those having two plots account for 40%, creating favourable conditions for land consolidation to enhance the development of large-scale commodity production. In addition, Hung Yen has strongly transferred the structure of animals and plants as well as applied scientific and technological advances relating to breeds to increase productivity and quality, reduce cost, improve added value and adaptation to climate change. As a result, a number of concentrated agricultural commodity areas and large-scale rice fields have been formed, bringing about high productivity.
During the 2016-2019 period, the localities in the province transferred over 7,700 hectares of ineffective rice cultivation land into farmland for annual and perennial crops and aquaculture, to promote high economic efficiency. The authorities have paid much attention to production organisation in the direction of promoting the development of agricultural mechanisation in association with consolidating the activities of agricultural cooperatives and the links with the production – consumption of agricultural products to improve added value and economic efficiency in production. Proactively implementing the “one commune – one product” (OCOP) programme during 2019-2020 period, 70 key products in the province were chosen to join the programme. In addition, the relevant agencies have built new development projects with eight community-based tourism models for the OCOP programme. The provincial People’s Committee recognised 24 products meeting the three and over star standards.

In terms of investment for infrastructure and welfare projects in rural areas, Hung Yen province mobilised over VND35 trillion for new-style rural area investment during the 2016-2019 period. Accordingly, many movements in rural areas have been formed. Notably, in the movement of rural road construction, locals have donated over 10,000 square metres of land and over 90,000 working days to building traffic works. The weekly movement of cleaning roads and planting trees and flowers along the roads has contributed to creating a green-clean-beautiful environment. The people have also actively sorted and treated household waste; developed self-governing associations and self-managed environmental roads.
After 5 years of continuing the building of new-style rural areas, Hung Yen province has gained many important achievements: with 100% of communes recognised as new-style rural areas; and ten districts, towns and city basically completing new-style rural criteria, five of which meet the criteria. The province’s average per capita income in rural areas has reached VND45 million per person, 3.6 times higher than 2011. Its average revenue reached VND202.5 million per hectare per year; meanwhile, the rate of workers with regular jobs reached 95%, the proportion of poor households decreased to just below 2%, the rate of people covered by health insurance was 90.5% and rural people using clean water reached 96.7%. The local people are very excited and satisfied with the results of building new-style rural areas in the province.
In the coming years, Hung Yen province will continue to take many solutions in new-style rural area building with the aim of all districts and city in the province being recognised as having met all new-style rural are criteria and the province becoming new-style rural area during the 2021-2025 period. The province strives to have 30% of communes recognised as advanced new-style rural areas according to the new criteria; 20 communes basically completing the criteria for the model new-style rural communes; one or more district-level unit becoming model new-style rural areas; and 20% of residential areas recognised as model new-style rural residential area. The proportion of poor households reduced to below 1%; 95% of local people covered by health insurance; the average value of VND250 million per hectare of cultivated land; and around 22,000 hectares of land transferred for fruit tree planting and aquaculture (cumulative) are also the goals set by the provincial authorities.
