Nguyen Phi Khanh, Standing Deputy Secretary of the Party Committee of Tran Phu Ward, shared: “The Standing Board of the Ward Party Committee pays great attention to investing in information technology infrastructure and gradually building e-government. We identify coordinated digital transformation across all fields as a breakthrough in leadership, direction and governance, helping gradually shift all aspects of work from management to governance.”
After a short period, the ward arranged six online meeting rooms at the headquarters of the Party Committee, People’s Council, People’s Committee, police and military units, ensuring smooth connection with online conference systems at all levels and meeting requirements for timely leadership and direction.
All cadres and civil servants have been equipped with internet-connected computers for professional work. The Public Administration Service Centre has received relatively coordinated investment, with an automatic queue-number system, satisfaction-rating devices and free Wi-Fi for residents and enterprises. The LAN system and specialised data transmission lines are maintained stably, ensuring safety and smooth operation in work processing.
In Tran Phu Ward, shared digital platforms of the province and central agencies are now being used effectively in management, governance and the settlement of administrative procedures. All ordinary administrative documents are processed and digitally signed online, except those classified as State secrets. The Ward Party Committee regularly directs the effective use of the national population database and civil status data to shorten the time needed to process administrative procedures, improve service quality for residents and gradually form the habit of using digital public services among the people.
Nguyen Van Hung, member of the Standing Board and Head of the Party Building Commission, said that since the launch of the two-tier local administration model, the Party Committee of Tran Phu Ward has attached importance to promoting digital transformation in the community. Cadres and Party members have actively communicated and guided residents in installing and using the i-HaTinh application and participating in the “Digital Popular Education” movement. As a result, people’s awareness of the role and benefits of a digital society has seen many positive changes; the rate of residents using smartphones and online payment accounts has continued to rise; and information between the authorities and the people is transmitted quickly and transparently, helping reduce intermediary steps in handling work.
The ward’s portal has been maintained and operated in accordance with Government Decree No. 42/2022/ND-CP. Directive and governance documents are updated promptly. News, articles and images posted on the portal ensure accuracy and completeness, effectively meeting people’s information lookup needs. The ward has invested in a smart public-address system, helping residents quickly access the Party’s guidelines and the State’s policies and laws. Citizen reception schedules are announced through the public-address system, residential groups and the ward’s portal, making it convenient for residents to follow, comply with and supervise the process. As a result, since July 1, 2025, the ward has received and handled 157 petitions and letters, with no cases of complaints being escalated beyond the competent level.
During the implementation of the two-tier local administration model, the Standing Board of the Tran Phu Ward Party Committee has focused its leadership and direction on renewing the operating methods of the political system towards being closer to the people and the grassroots, while improving the effectiveness of governance and administration. The ward has set up official Zalo groups linking the Standing Board of the Party Committee and leaders of the Ward People’s Committee with specialised agencies, residential groups, Party cell secretaries, heads of Fatherland Front working boards and relevant forces.
Thanks to this, leadership, direction and task administration have become faster and more timely, reducing meeting time and administrative paperwork while improving coordination among departments. The “Zalo for peaceful connection” model in residential groups receives residents’ feedback on environmental sanitation, security and order, land, administrative procedures and other issues, and directs prompt handling from the grassroots level.
Pleased with the rapid changes in her hometown, Phan Thi Anh Tuyet from Residential Group No. 3 shared that the ward now has 1,743 accounts registered on the Ha Tinh digital citizen application, i-HaTinh. People are beginning to become familiar with the platform and carry out many interactions on it. According to notices from relevant units, 43 out of 45 feedback items have recently been handled ahead of schedule, while two are being processed within the prescribed time limit, with no overdue cases.
In parallel with digital transformation, the Party Committee of Tran Phu Ward has assigned members of the Standing Board, Party Committee members and leaders of departments and divisions to directly monitor and take charge of specific residential groups and units; stay close to and fully grasp the grassroots situation; and promptly handle emerging issues right in residential areas.
Nguyen Phi Khanh emphasised that this is also how the ward is renewing and improving the quality of Party cell meetings in the new period, in line with Directive No. 50-CT/TW dated July 23, 2025, issued by the Party Central Committee’s Secretariat. The Ward Party Committee has thoroughly directed the rollout of the electronic Party member handbook application to subordinate Party cells, while strengthening the use of electronic documents, digital signatures and management and administration software in the operations of Party committees and agencies within the political system.
