Deputy Prime Minister Tran Hong Ha directed several key and urgent tasks that need to be prioritised: reducing traffic accidents in all areas; combating traffic congestion; addressing environmental pollution; continuing to improve the legal framework for waterways, roadways, and aviation, especially clearly defining state management of aviation and aviation security; and legislating the responsibilities of traffic infrastructure investors, transportation units, and local authorities.
The Ministry of Construction was tasked with urgently developing a national traffic infrastructure plan, sets of relevant technical regulations and standards related to infrastructure, traffic signals, stops, and green energy supply points; reviewing and unifying the system of infrastructure technical regulations and standards and implementing measures to address existing shortcomings; urgently handling traffic “black spots”; and requesting localities to propose solutions to encourage investment in public transport and reduce private vehicles, especially motorcycles.
The Deputy Prime Minister assigned the Ministry of Public Security to strengthen inspection and handling of limitations and inadequacies in infrastructure caused by construction works, signposts, parking areas near residential areas, and illegal parking lots.
The Ministry of Agriculture and Rural Development was urged to finalise promptly and issue emission standards for vehicles in circulation, which will be implemented concurrently with the emission standards for imported and domestically manufactured vehicles by the Ministry of Construction.
