Positive signals
As part of the digital transformation programme for the 2021–2025 period, with a vision to 2030, numerous solutions to develop the digital economy have been implemented across various levels and sectors in Hung Yen Province.
According to the Management Board of Hung Yen Industrial Parks, the unit has encouraged businesses to promote the use of e-commerce for product consumption, electronic payment, and digital solutions; and has developed mechanisms and policies to support investment and financing for start-ups on digital platforms. It has also strengthened efforts to attract investment projects in the fields of information technology and digital technology to serve digital transformation within industrial parks. In 2024, industrial parks in Hung Yen received 10 investment projects focusing on the production of electronic components and IT equipment, with total registered capital exceeding 51 million USD.
Functional agencies in Hung Yen have organised guidance and follow-up support for enterprises in their digital transformation; assisted export businesses in joining e-commerce platforms such as Alibaba and the Republic of Korea’s leading B2B platform (EC21); and helped businesses to build storefronts, participate in virtual fairs and exhibitions, and present product and service information through images, videos, 3D visuals, and 360-degree views connected to digital platforms and cross-border trade promotion websites. Enterprises, cooperatives, and household businesses have been supported in brand building and promotion in the online environment, successfully applying e-commerce. Specialty products such as Hung Yen longan, Dong Tao chicken, and Ban soy sauce have been featured in digital formats through 3D images, videos, livestream connections, and effective promotion in cyberspace. Hung Yen’s provincial e-commerce platform operates stably and effectively. The provincial technology and equipment trading floor serves as a bridge between manufacturers of household and industrial equipment in Hung Yen and enterprises and consumers. Sectors such as finance, education, tourism, and logistics are also gradually digitising their workflows, building shared data systems, and promoting digital payment, leading to positive changes in services for citizens and businesses.
Overcoming limitations to move forward
Despite progress, digital transformation and digital economy development still face numerous challenges. Most small and micro enterprises lack the capacity for digital transformation, struggle to invest in technological infrastructure, lack specialised personnel, and have yet to master online sales and management tools. Many cooperatives and household businesses remain hesitant to use e-commerce and have weak digital marketing skills.
Digital data infrastructure is not yet synchronised, with specialised databases still being fragmented and not effectively connected or shared. Data digitisation efforts vary across departments and commune levels. The exploitation and integration of data for governance and digital economic development remain limited.
Digital awareness and behaviour among the population are not yet widespread. The proportion of people using digital signatures is still low, and the use of end-to-end online public services has yet to become habitual.
Digital transformation human resources remain insufficient and underqualified. The number of IT officers in state agencies is not yet adequate to meet the demands of implementing large-scale digitalisation programmes. In businesses, especially small and medium-sized enterprises, IT staff are still very limited, with no dedicated teams to lead the transformation process.
To make the digital economy a sustainable growth engine, Hung Yen Province needs to synchronously implement several key solutions: continue to support small and medium-sized enterprises in digital transformation; deploy financial support packages, technical consulting, training in digital platform operations; connect businesses with national and international digital platforms; and gradually build a local digital ecosystem. The province should also accelerate the development and sharing of a common database.
Currently undergoing the process of industrialisation and modernisation, Hung Yen holds many favourable opportunities for breakthroughs in digital transformation, positioning the digital economy as a key growth driver in the new development phase. With high determination and coordinated efforts from all levels, sectors, businesses, and citizens, Hung Yen aims to become one of the leading provinces in digital economic development in the Red River Delta region.
