Decisively removing difficulties to promote growth

The Government Office has conveyed the conclusions of the Government's permanent members on major tasks and solutions to stabilise the macro-economy, control inflation, promote growth, and ensure the major balances of the economy in the last months of 2023.

Regarding the tasks and solutions in the coming time, the Government's permanent members requested that ministries, branches, agencies, and localities, based on their assigned functions, tasks and powers, select a number of important tasks and solutions with a focus on promoting the growth drivers of the economy, removing difficulties and obstacles for production and business activities of enterprises, improving livelihoods, and creating jobs for citizens; as well as completing the process of promulgation of master plans; accelerating disbursement of public investment capital, national target programmes; strongly promoting the domestic market and expanding exports; and doing well in policy communication and creating consensus among people, businesses, and the whole society.

Regarding monetary policy, the State Bank of Vietnam shall study and listen to opinions and reflections of businesses and people, devise timely and effective solutions to promote credit growth, enhance credit access to credit capital of businesses and people; continue to direct commercial banks to reduce costs, promote digital transformation, etc.; strive to continue lowering lending interest rates, creating favourable conditions for people and businesses; review, amend, and supplement circulars according to their competence to promptly remove difficulties and support production and business activities; prevent and handle negative acts, corruption, group interests, etc.

The Ministry of Finance shall evaluate the implementation of policies on exemption, reduction and extension of taxes, fees, charges, and land rent in recent time. On that basis, it shall actively research and promptly propose and report to the competent authorities the policies of exemption, reduction, and extension that need to be applied in the coming time.

There will be feasible solutions to handle the corporate bond issue definitively and effectively, further accelerate the refund of value-added tax to enterprises in accordance with the law, and effectively implement the communication policy.

Regarding land policy, the Ministry of Natural Resources and Environment must work actively and coordinate closely with the National Assembly's bodies in the process of finalising the revised Land Law project to submit to the NA for promulgation at its third session; urgently promulgate regulations on land price determination according to its competence, or submit to competent authorities for promulgation, as well as regulations related to minerals and construction materials, thus ensuring clarity, publicity, transparency, and consistency in implementation.

The Ministry of Planning and Investment shall effectively perform the task of coordinating macroeconomic management and continue to review and improve the business investment environment, enhance the competitiveness of the economy; pay special attention to building preferential policies strong enough to attract foreign enterprises and investors with potentials and scientific and technological qualifications; and strengthen inspection and urge the acceleration of disbursement of public investment capital and planning work to ensure quality and progress.

The Ministry of Industry and Trade must focus on directing the promotion of industrial and commercial production and urgently finalise the draft of the pilot mechanism for direct electricity purchase and sale, the mechanism to encourage the development of rooftop solar power; plans to implement the Electricity Master Plan VIII, etc.

The Ministry of Labour, War Invalids and Social Affairs should perform well in social security work, devise solutions to ensure the balance of labour supply and demand, and meet the requirements of the labour force, markets, businesses, and employers, as well as job security for employees.

The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with the Ministry of Finance, relevant ministries, agencies, and localities in effectively implementing solutions to ensure national food security, while at the same time promoting the export of agricultural products and food and ensuring appropriate and effective rice reserves in current conditions.

Relevant ministries and functional sectors shall coordinate in researching and reporting to competent authorities in August 2023 on the establishment of real estate, land, employment, science and technology, carbon credits trading floors, etc., to ensure and promote digital transformation, publicity, and transparency as well as safe, healthy, efficient, and sustainable development markets.

The Ministry of Home Affairs must urgently complete and submit to the Government for promulgation regulations on protection of people who dare to think, dare to do, dare to take responsibility for the common good and regulations on encouraging, mobilising, and handling cadres.
