Addressing the ceremony, Minister of Construction Tran Hong Minh stated that the country currently has 2,021 kilometres of expressways in operation, with a target of expanding this to about 3,000 kilometres by the end of 2025 and approximately 5,000 kilometres by 2050.

He emphasised the importance of the Hanoi - Thai Nguyen - Bac Kan - Cao Bang economic corridor in connecting the northern mountainous provinces with the capital city of Hanoi. While a connection has been established from Hanoi to Thai Nguyen, further expansion is needed.

The Minister noted: “Initially, the Cho Moi - Bac Kan Expressway will connect Bac Kan City with Hanoi, ensuring safe and convenient transportation. It will serve as a driving force for socio-economic development along the corridor and contribute to the gradual completion of the national road network planned for 2021-2030, with a vision toward 2050.”

The investment in this expressway will facilitate Bac Kan’s connection with Hanoi and the Hai Phong international seaport via a modern and efficient transportation network, reducing travel time and logistics costs, he added.

To ensure the project’s quality, timely completion, and transparency, the minister urged the Bac Kan Provincial People's Committee to prioritise land clearance and resettlement efforts while expediting licensing procedures for construction material exploitation.

He also instructed the project’s investor, supervision consultants, design consultants, and the contractor consortium to develop a scientifically sound construction plan, ensuring progress, quality, safety, and environmental protection. Furthermore, all technical requirements and legal regulations must be strictly adhered to.

Nguyen Dang Binh, Chairman of the Bac Kan Provincial People's Committee, stated that the province has been proactive in land clearance and resettlement efforts to ensure the project's timely commencement.
