During the working programme, the Deputy Prime Minister toured the innovation ecosystem at NIC Ha Noi and NIC Hoa Lac, where many enterprises, research centres and technology corporations are operating in fields such as smart manufacturing, artificial intelligence, digital twin technology, cybersecurity, quantum technology, biotechnology and the semiconductor industry.
The units introduced a range of advanced technological solutions, AI application models, digital platforms, gene decoding technologies, as well as training and human resource development ecosystems serving strategic technology sectors.
The delegation also visited several exemplary cooperation models between the State, universities and enterprises, including the IC Design Semiconductor Centre, Samsung Innovation Campus and the STEM ecosystem. These models are contributing to training high-quality technology human resources, promoting core technology research and accelerating the application of new technologies in practice.
At the working session, Vu Quoc Huy, NIC Director, said that after more than six years of establishment and development, NIC has become a national focal point in developing Viet Nam’s innovation ecosystem, effectively connecting domestic and international technology, investment and high-quality human resources.
Many corporations, technology enterprises and prestigious expert networks such as Renishaw (the UK), Dassault Systèmes (France), ADT Global, SafeGate, AIZ and VNQuantum are conducting research, development and cooperation activities at NIC facilities.
NIC has also become an important national partner of leading global technology corporations such as NVIDIA, Google, Meta, Samsung, Intel, SK Innovation and Qualcomm in supporting these corporations to expand cooperation, investment and research and development activities in Viet Nam.
Speaking at the session, Deputy Prime Minister Ho Quoc Dung stressed that NIC should continue promoting its role as the national focal point for innovation; proactively connecting enterprises, research institutes, universities, experts and major technology corporations to foster the formation of a technology ecosystem with international competitiveness.
The Deputy Prime Minister requested NIC to focus on effectively implementing tasks under Politburo Resolution No. 57-NQ/TW on breakthroughs in science – technology development, innovation and national digital transformation; accelerate the development of strategic technology sectors such as artificial intelligence, semiconductors, quantum technology, cybersecurity and biotechnology; promote high-quality human resource training; and support Vietnamese enterprises in enhancing their technological absorption capacity and participating more deeply in global value chains.
In order for NIC to truly become the centre of the national innovation ecosystem, effectively promoting its leading and connecting role and achieving major outcomes in line with the vision, objectives and expectations placed upon it, the Deputy Prime Minister requested ministries, sectors and localities to focus on implementing key tasks, including resolutely completing technical and social infrastructure in Hoa Lac Hi-Tech Park and its satellite areas; and urgently investing in international-standard service, commercial, healthcare and educational zones to create a high-quality living and working environment for Hoa Lac Hi-Tech Park.
The Deputy Prime Minister also requested ministries, sectors and localities to annually develop plans to “place orders” for major problems for NIC to coordinate networks in addressing them.
At the same time, relevant agencies were asked to study a proposal to consolidate NIC’s organisational model with the orientation of building NIC into a national-level innovation implementation agency with a sufficiently strong legal status to coordinate inter-sectoral and inter-regional innovation activities. International experiences, such as the models of Israel, the Republic of Korea and Singapore, should also be studied to propose adding state management support functions to NIC.
Affirming the Government’s attention to NIC and the national innovation ecosystem, the Deputy Prime Minister requested NIC to continue enhancing its organisational capacity, consolidating its apparatus, and soon concretising and effectively implementing specific mechanisms and policies to create momentum for breakthrough development, thereby gradually building NIC into a regional innovation centre approaching successful international models.
